Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, Provider Compliance Group (PCG), Division of Compliance Projects & Demonstrations (DCPD). As a IT Program Manager (Data Management), GS-2210-12, you will provide technical expertise to accomplish analysis of options and development of the design for data systems, software, and complex programming specifications. Duties
- Conduct the development, implementation, and administration of systems for the acquisition, storage, and retrieval of data, using tools such as Snowflake, Python, Business Objects, and JSON.
- Apply techniques for dealing with imperfect data, such as probabilistic matching and imputation of missing values, using SAS, SQL, or other high-level query languages.
- Provide technical advice on pilot initiatives and applications, including the use of AI and other advanced software for analyses and statistical reporting, and recommend technology use to management as it relates to CMS data
- Translate complex concepts and findings into concise, plain language consistent with mission goals that can be easily understood by a wide audience.
- Recommend improvements to upstream processes to improve data quality. Qualifications

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Using statistical software or programming languages (such as SAS, SQL, R, or Python) to analyze data and create visualizations; AND 2. Applying system analysis or testing methods to support the development of IT solutions; AND 3. Combining multiple datasets and checking results for accuracy using statistical methods; AND 4. Writing reports or giving presentations that explain technical findings to non-technical audiences. Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level. Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
