Budget Officer

Summary You will serve as a Budget Officer with US Fish and Wildlife Service, located in Bailey Crossroads, Virginia. Duties As a Budget Officer some of the major duties you will perform include but are not limited to the following: Directs and manages the budget formulation process by prescribing policies, procedures, and controls while ensuring compliance with the Administration's objectives and conformance to statutory authority. Designs, plans and directs the development of the Service's Budget estimate documents to the Office of Management and Budget (OMB) and Budget Justifications to Congress. Establishes general policies on programming and funding matters. Designs, plans and directs the preparation of budget materials for use before appropriation committees, or any committee when the hearing is primarily on the budget, including drafting opening statements, briefing the Directorate and key witnesses, anticipating committee questions and drafting responsive answers. Establishes general policies on programming and funding matters. Manages the development and maintenance of a system of controls that ensures apportionment and allotment limits are not exceeded and comply with the appropriating legislation and policies established by OMB, Department of the Treasury (Treasury) and the Department. Provides direction and leadership for GPRA compliance and reporting to include the development of the Service's 5-year Strategic Plan and Annual Performance Plans. Minimum Qualification Requirements: To qualify for this position at the GS-15 grade level. Specialized Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Experience may include coordinating the execution of annual, multi-year, and permanent budgets, including implementation of enacted appropriations consistent with congressional guidance; use of the OMB-MAX A-11 data entry system, the Government-Wide Treasury System, the Budget Allocation System, and the Financial Business Management System, or other accounting systems and statistical databases; creating budget formulation, execution, and reporting analyses and documents; working with organizational staff and leading other cross-functional teams to accomplish program goals; engaging leadership on the impacts of budgets and forecasts. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
