- At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Duties This Program Analyst position is located at Hartsfield-Jackson Atlanta International Airport (ATL), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Provides operating direction on analysis of productivity, effectiveness of strategy, and specific approaches used in implementing the airport security program. Identifies issues to be examined through evaluation of effectiveness. Applies expert knowledge to develop strategic plans guiding the quantitative and qualitative evaluation of line program and operations of airport security. Determines priorities, central or significant issues as subject of studies conducted, interrelated issues affecting efficiency of operations, and questions concerning security profile, significant risks, or operational improvements to be addressed as a result of evaluation findings. Provides guidance, leadership and technical advice on the conduct of evaluation of studies of tactical planning, execution, and operating management to improve the coordination of security services and other duties as prescribed. Develops reports and formulates recommendations based on findings of major significance to serve as the basis for new administrative systems, processes, policies and guidelines, and regulations. Examines significant findings that indicate weakness or significant accomplishment in deterring security risks, improving administrative procedure or security processes/procedures, and compliance with current regulations. Interprets new or amended regulations, policy modifications, and guidelines affecting airport security to determine best methodology for evaluation and effective service technology to best inform executive and management decision makers. Devises or selects new or modified methodology to examine variables, raw data, and procedural or process information as well as factors defining effectiveness of the security program. Advises management and senior staff on organizational structure, work methods, and procedures based on finding of program and process evaluation. Qualifications To qualify for the SV-J Pay Band (equivalent to GS-14) you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Leading others in utilizing principles, methods, and tools for developing and implementing program measures and metrics; Assessing highly complex program requirements and operations in order to recommend program improvements; and Analyzing information to identify problems, inconsistencies, or trends to improve the coordination of security services. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
