Summary This position is located in the office of the State Conservationist (STC), within one of the state offices of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA), East Lansing, Michigan. The incumbent serves as the Business Manager, and manages, oversees, and supervises the conservation strategy, financial resources, and business and locally based administrative services within the state. Duties
- Coordinates the planning, requesting, approval, allocation, and utilization of financial resources for the state.
- Presents information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes.
- Works with the STC to review and approve state budget requests, and the annual operating budget for the state.
- Establishes the annual budget for state office training activities.
- Coordinates locally-based administrative services, working in partnership with National Service Delivery Teams, related to procurement and contract administration, and grants and agreements.
- Develops and maintains Continuity of Operations (COOP) and emergency preparedness activities for the state.
- Prepares responses to requests for reports and other information and materials from national headquarters, the Department, other parties, and stakeholders.
- Reviews and evaluates the quality, effectiveness, and efficiency of business operations within the state.
- Provides expert advice, guidance, consultation, and support to the STC and the SLT on all aspects of conservation strategy, business operations, and financial and other resource management functions within the state.
- Participates in state leadership team meetings and serves as a spokesperson for the state's conservation and office operations, and administrative areas, including priorities, status, accomplishments, and planned activities. Specialized Experience Requirement For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Examples of specialized experience include: Reviewing and assessing performance and accountability of conservation programs and operations, including tracking and reporting on progress in achieving goals and objectives; Overseeing and coordinating efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of the agency; Coordinating and collaborating with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the state; and presenting information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes. Note: There is no education substitution for the GS-13 level. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. Education This job does not have an education qualification requirement.
