Summary The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. This position serves as a Lead Program Coordinator (DPC) for Aerospace Medicine, within the Internal Substance Abuse Program (ISAP), for the Regional Service Area where the position is assigned. Duties As the Lead DPC, applies experience and advanced knowledge to provide program oversight within service center jurisdictions. Serves as the liaison to the Regional Drug Program Coordinators within their servicing jurisdictions providing oversight, assigning tasks, and monitoring the ISAP business within their service areas. Serves as the primary advisor within their service center areas applying analytical and evaluative techniques to identify and resolve issues or problems of a procedural or factual nature related to non-technical aspects of the drug and alcohol testing program. Provides advice to management on the procedures for testing, chain of custody, and the ramifications of a positive test result. Monitors the urinalysis collection process. Serves as a principal point of contact with the contractor, contractor's laboratory personnel and FAA/DOT officials. This position coordinates all phases of the Department of Transportation (DOT) drug and alcohol testing program within a region/service area/country to include pre-employment/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing. Provide direction and guidance to the DPCs within their service areas. Monitors the drug and alcohol program, activities, initiatives ensuring implementation is in accordance with the laws, procedures and requirements associated with the program. Works closely with headquarters ISAP team lead on complex business service issues that affect ISAP functions. Monitors and reports service center progress and accomplishments on projects, strategies and business plan initiatives. Participates in national program, Department of Transportation (DOT) compliance policy and program development efforts. NOTE: To facilitate all phases of the DOT drug and alcohol testing program, there is a requirement for telephone availability. Telephone availability is a situation where the incumbent must be available by phone when needed which could be during a portion of his/her off duty hours. Incumbent may be required to travel between 25 to 50 percent. Contacts are both internal and external to the agency. Resolves issues in relation to problems encountered either in the chain-of-custody and specimen integrity process or with the collection site. Refers to managers and professionals who are more experienced solving problems that require their attention. May help with solutions or make recommendations. Makes arrangements with contractor's legal representatives to provide expert witness testimony in cases involved in legal hearings. Develops statistical data and analyses on the program. Ensures that training is provided to managers and supervisors and their staff on specimen collection procedures. Monitors performance of the contractor and prepares necessary reports. These duties are primarily performed independently. Some administrative duties associated with this position include, but are not limited to, the mailing out of test results. Incumbent complies with all Quality Management System (ISO-9001) requirements. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. The work is critical to the safety of the National Airspace System (NAS) and is vital to the success of the activities for one or more organizational units, major subdivisions, and/or LOB's/SO's. Basic Requirements
To qualify for this position at the FV-I (FG/GS 13) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-H (FG/GS 12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.

includes applying experience and advanced knowledge of oversight regarding drug and alcohol testing programs; advising management using analytical and evaluative techniques to problem-solve and resolve issues of both technical and non-technical natures; providing training, direction, and guidance to lower-level employees; communicating various aspects of program requirements to ensure program outcomes are met in accordance with milestones and objectives.
