Summary This senior program management and acquisition position is part of the Department of War (DoW), Missile Defense Agency (MDA) responsible for overseeing program cost, schedule, performance, and risk management while directly reporting progress to SES and Flag/General Officers. Duties This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Supervisory Program Manager at the NH-0340-4 broadband level, some of your typical work assignments may include: Directs program-level documentation and execution controls; leads Risk and Opportunity Management frameworks to mitigate cost, schedule, and performance variances, while delivering strategic, decisive briefs to senior SES and Flag/General Officers. Serve as the principal authority and coordinator for the program's official responses to the DoW, GAO, and Congressional inquiries, safeguarding the program's reputation and funding. Manage programmatic activities to define the technical requirements and execute acquisition documentation; oversee current-year budget execution and formulates future-year resource requests within the
Mda Pom
and PPBE. Evaluate, approve, and synchronize acquisition documents for internal and strategic communications to ensure operational alignment among Agency leadership, other government Agencies, and prime contractors. Analyze financial and acquisition strategies and recommend courses of action to keep programs on or ahead of schedule; enforces "Giver-Receiver" integration baseline by defining clear delivery dates, key performance metrics, and technical interfaces. Performs other duties as assigned. Qualifications You may qualify at the NH 04 Broadband Level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified: Applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance. · Managing Cost, Schedule, and Performance of a complex weapon system spanning design, development, test, deployment, and sustainment activities. Communicating information to senior leaders, leading teams, providing program support, and collaborating across programs, organizations, and functional integrated product teams including external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
