Summary This position is within the Office of the Direct Reporting Portfolio Management for Submarines. As the Export Compliance Specialist for Team Submarine (TSUB), you will serve as the subject matter expert on ITAR and EAR regulations. Key duties include analyzing technical data for export jurisdiction, managing export licenses, conducting compliance assessments, and ensuring all international program activities fully align with federal export control laws. This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH). Serves as subject matter expert on U.S. export control regulations including ITAR and EAR, reviewing and analyzing programs, projects, and technical data to determine export jurisdiction, classification, and licensing requirements. Prepares, submits, and manages export license applications, technical assistance agreements (TAAs), and other approval requests to the Departments of State and Commerce. Reviews contracts, statements of work, and program documentation to ensure appropriate export control clauses are included. Conducts compliance assessments and internal audits to identify and mitigate potential export violations and risks. Investigates potential non-compliance issues and supports the development of corrective action plans and voluntary disclosures. Develops and implements export compliance plans and technology transfer control plans for international programs. Provides authoritative guidance to program managers, engineers, and contracting staff on export compliance requirements and procedures. Serves as the primary point of contact for export-related matters, liaising with internal legal counsel, foreign partners, and U.S. government regulators. Develops and delivers export compliance training for employees and program teams to ensure awareness of regulatory responsibilities. Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the NH-III (GS-12/13) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to (1) Preparing, submitting, and managing export license applications, Technical Assistance Agreements (TAAs), or other authorization requests. (2) Reviewing contracts, statements of work, and program documentation to ensure appropriate export control clauses are integrated. (3) Conducting compliance assessments or internal audits to investigate non-compliance issues, develop corrective action plans, or draft voluntary disclosures. (4) Developing and implementing export compliance plans and technology transfer control plans for international programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Active Duty Service

MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
