Summary This budget position is in the Financial Management Section and reports to the Supervisory Budget Analyst. The incumbent serves as Budget Technician in the Budget Section, Financial Management Service (FMS), and is responsible for assisting the Budget Analyst in the monitoring and evaluation of the financial programs. Duties Duties include but not limited to: Maintenance of fund control point ceilings for numerous analysis accounts across all appropriations. Related duties include establishing and/or changing fund control points within the Financial Management Systems (FMS), and Integrated Funds Distribution, Control Point Activity, Accounts and Procurement (IFCAP) System. Inputting initial fund control point ceilings and loading additional ceilings and loading additional ceilings on a quarterly basis and/or as additional funds are received. Maintaining Fund Control Point delegation of authority memorandums for their assigned services and/or fund control points. Reviews TDA's received, distributing funds to the proper fund control points in IFCAP and FMS systems. Moving funds among control points to reflect adjustments and ceiling increases, recording each transaction. Reconciles manual records of ceilings with the FMS Status of Allowance and the AACS monthly. Auditing fund control point records, providing suggestions and guidance to control point clerks and officials and assisting them in reconciling accounts as needed. Distributing copies of Status of Allowance Reports, AACS, TOA lists, Rejected Transactions, and other documentation on an on-going basis. Resolving, and responding to, routine budget inquiries. Monitors fund control points daily to identify those out-of-balances between IFCAP and FMS and takes corrective action. Contacts FCP clerks and officials to resolve discrepancies between IFCAP and FMS. Reviews prior quarter FCP balances and runs carry forward option as necessary. participates in the budget formulation process by compiling, consolidating, checking and arranging funding data in requests to cover projected annual operating expenses. Additionally, the employee reviews control point activity for appropriateness. Accumulates budgetary information necessary to generate recurring or non­recurring reports required from the Budget function, and serves as a source of immediate reference data, often on short notice. assists the Budget staff in the training of control point users in the facility. This may involve resolving problems in the maintenance of control points, auditing transactions, and assisting in the correction of errors. Performs other related duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform duties related to accounting, budget functions, and fiscal procedures such as reconciling accounts, verifying accuracy of budgetary data, adjusting discrepancies, etc.; utilize various computer databases to collect, input, review and analyze data; create and prepare spreadsheets, graphics and reports; and perform administrative duties such as timekeeping, coordinating with various departments, answering telephone calls, or training.
