Summary This position was established at less than the full performance level for recruitment and training purposes. Upon successful completion of training, demonstrated ability to perform duties at the higher level, and possible audit verification of the level of work performed, the incumbent may be promoted without further competition to the next higher level. The full performance level (FPL) of this position is GS-0343-12. Duties Incumbent typical work assignments may include the following: Plan, schedule, and conduct comprehensive management studies of organization-wide operations. Draft, update, and coordinate Standard Operating Procedures (SOPs), policy directives, and administrative guidelines. Serve as an advisor to senior leaders by preparing and presenting analytical reports, decision papers, and briefings. Analyze manpower, equipment, and budgetary allocations to ensure resource utilization aligns with mission priorities. Serve as the point of contact to coordinate program requirements across internal departments and external entities. Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the grade level GS-11 in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1.) Develop detailed program plans, schedules, and performance metrics, including conducting in-depth analysis to enhance operational effectiveness; AND 2.) Conduct rigorous, enterprise-level data analysis to identify trends and opportunities, develop and implement performance frameworks, and inform executive decision-making by presenting analytical dashboards and strategic recommendations to senior leadership.; AND 3.) Provide technical direction, develop critical acquisition documents and ensure all documentation and processes are in accordance to regulations. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the grade level GS-09 in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1.) Oversee various programs in accordance with applicable statutes and guidance; AND 2.) Develop and implement detailed program plans, schedules, and performance metrics; AND 3.) Monitor program activities and conduct in depth-analysis to enhance operational effectiveness and ensure alignment with organizational objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Active Duty Service

MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
