Summary This position is located in the Office of the Chief Human Capital Officer. In this position, you will further HUD's mission and protect taxpayer resources by conducting investigations into allegations of employee misconduct. By carefully collecting evidence, interviewing witnesses, and compiling thorough case files and clear, concise reports of investigation, you will ensure that HUD management can hold employees who engaged in misconduct accountable and protect potential victims. Duties HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Department of Housing and Urban Development (HUD), Office of the Assistant Secretary for Administration (OASA), Office of the Chief Human Capital Officer (OCHCO). OCHCO is responsible for developing and implementing policies and procedures associated with the human capital management of the Department and delivering services to enable HUD's human capital to fulfill the Department's mission and make HUD a model workplace. As a Misconduct Investigator, you will: Conduct investigations to identify, develop, and collect evidence to prove or disprove allegations of employee misconduct, including developing the investigative plans and strategies and preparing and conducting interviews with complainants, alleged officials, or other respondents and witnesses relevant to the allegation(s) of harassment, workplace violence, bullying, or other forms of misconduct. Obtain, review, and analyze documentary evidence pertaining to Federal personnel policies and practices. Analyze the evidence collected throughout the investigative process and determine whether evidence is sufficient, the investigation is appropriate, and whether corrective action is necessary. Conduct investigations in a timely manner and prepare accurate and concise investigative reports and exhibits, ensuring all investigative procedures and findings conform to applicable HUD policy. Prepare comprehensive, well-documented investigative reports summarizing the investigative activities, itemizing undisputed facts, and stating facts germane to allegations. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Experience conducting administrative investigations of employee misconduct using the methods and techniques of fact finding, analysis, and reporting of complex problems; AND Experience with the laws, executive orders, regulations, policies, and concepts pertaining to federal employees, in order to recommend to management appropriate interventions/actions to address complex workplace problems and issues; AND Experience writing detailed investigative reports. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
