Summary About the Position: Serves as Public Affairs Specialist within Naval Hospital Guam, Agana, Guam. This is a Direct Hire Solicitation Duties

• Researches, writes and coordinates production of command information to prepare feature stories, background statements, fact sheets, brochures, letters to the editor, audio and video news releases.
• Oversees the content, design and management of the organization’s internet and intranet web sites.
• Ensures compliance with policy issues and conformity to existing laws and regulations (DoW, DHA, MRC, W, and local),
• Advises the organization on web public information policy formulation and the potential public reaction to proposed programs and activities of the center.
• Utilizes Public Affairs knowledge to identify and pursue new and innovative ways to use the web as a communication channel to provide important agency information to internal and external audiences.
• Responsible for the Hometown News program which includes collecting data for articles concerning civilian and military personnel on awards, promotions, Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes Safeguarding sensitive information through review of all public communications; Creating press releases, news articles, social media posts, PSAs, or other public communications; Responding to inquiries made by internal/external parties. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Relations, Communication, Journalism etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
