Summary You will serve as a
Financial Management Analyst
in the Office of the Assistant Secretary of the Navy OASN (FM&C)ASN. Duties
- You will perform advanced financial management analysis supporting all phases of budget formulation, justification, execution, and strategic financial operations for organizational programs and activities.
- You will develop new approaches and methodologies for financial planning where precedents are lacking, particularly for programs with Congressional interest or uncertain funding streams.
- You will conduct complex financial/program analyses to evaluate costs, benefits, risks, and alternative methods that are of central importance to the organization and form the basis for new financial policies or the development of major programs.
- You will develop findings and present actionable recommendations to shape or determine the scope, direction, and viability of major organizational programs.
- You will identify and implement innovative financial solutions to enhance organizational performance.
- You will apply advanced accounting, internal control, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational enterprise financial systems information. Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the concepts, principles, laws and regulations of financial administration and budgeting to current and future situations; Experience providing recommendations in policy and guidance formulation in areas of budget and financial execution; AND Experience maintaining liaison with other Divisions and Administering Offices to ensure that budgetary actions and operating requirements are reflected in fund authorizations. GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with Working Capital budgeting, accounting and execution; Experience providing high level financial management expertise for a team including preparing and reviewing program fund authorization documents and reports; Experience assisting with providing prescribed procedures governing preparation/administration of the budget and develop budget plans; AND Experience monitoring the financial control process by reviewing on a continuing basis, accomplishments against approved plans and corrective action as required to ensure that execution is in accord with plans.
