Program Manager
(RESEARCH OPERATIONS) at the GS-0340-14 some of your typical work assignments may include: Senior Technical Authority: Serves as the recognized CBDP science and technology expert inside and outside DTRA, leading future strategic planning, S&T objectives, and long-range plans in support of the JSTO. Program Planning & Management: Exercises delegated authority to oversee planning, direction, and timely execution of the overall execution of the Research Operations Program including specific supporting projects. Stakeholder & Partner Collaboration: Works closely with CBDP component action officers, OSD-level authorities, DoD laboratories, and international partners to coordinate infrastructure plans, sustain core scientific competencies, and address capability gaps. Requirement Translation: Identifies and translates joint military services warfighter requirements and strategic priorities into actionable technical objectives, program plans, and department strategy. Strategic Governance & Representation: Represents JSTO and RD-CB directors at high-level governance bodies to influence public policy and CBDP programs. Program Monitoring: Monitors and reports program progress, maintains comprehensive project files, and coordinates strategic workforce planning to optimize chemical and biological defense S&T planning efforts. Qualifications You may qualify at the GS 14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Directing joint logistics planning and combatant command support to align operational requirements with strategic objectives Briefing senior leaders and informed policy decisions through authoritative analysis and recommendations Leading enterprise-wide and interagency initiatives that delivered measurable mission, policy, and program outcomes Developing and executing S&T strategic planning, portfolio management, and PPBE integration to align resources with mission priorities Applying CBRN/CBD expertise to coordinate stakeholders, build consensus, and support headquarters-level planning, policy development, and operations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
