Summary You will serve as the Principal Technical Manager for the Payload Deployment Systems Department (Code 45), managing all Research and Development (R&D), Acquisition, Test and Evaluation (T&E), and full-spectrum life-cycle support for submarine missile/payload integration and USW launcher systems. Duties

  • You will manage and provide strategic oversight of research and development programs of exceptional scope and complexity, driving high-responsibility initiatives critical to achieving key DoD objectives.
  • You will direct USW launcher and missile/payload integration research and development that shapes national DoD policy and international decisions, serving as a precedent and strategic guide for other organizations globally.
  • You will be responsible for submarine missile and payload integration, overseeing full-spectrum science, technology, advanced engineering development, testing cognizance, and crucial in-service engineering functions.
  • You will direct the design, procurement, manufacture, installation, and execution of test and evaluation for Undersea Warfare (USW) weapon launchers, payload and platform systems, and vital support or test equipment.
  • You will plan and manage Science and Technology and Research and Development portfolios for structural, shock, and launch dynamics analysis, launching systems, payload encapsulation, end-to-end payload integration, and material science. Technical Qualifications

(TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1. National Leadership in USW payload deployment systems: Ability to provide national leadership and authoritative technical direction for comprehensive technical programs in submarine missile/payload integration, USW launcher systems for submarines and surface ships in support of current and future Navy mission areas, including requirements definition, engineering/operational system development, rapid prototyping, test and evaluation, modeling and simulation (M&S), systems training, in-Service engineering/Fleet engagement, and program management. TQ 2. Reputation for Technical Management of Research, Development, Test, Evaluation and Acquisition Systems: Skill in technical management providing guidance, risk identification/mitigation assessments, teaming collaborations, and problem resolution for strategies, analyses, policies, security plans, cross department initiatives, or cross-command/organization efforts. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08XX Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
