Physical Scientist
at the GS-1301-14 some of your typical work assignments may include: Incumbent will serve as CWMD Portfolio & Capabilities Manager. Coordinates the end-to-end lifecycle of CWMD requirements for the Department, acting as a integrator for their receipt, assessment, prioritization, and transition. Serves as an expert for integrating research and development activities, ensuring a unified and strategically aligned effort to meet the demands of Combatant Commands, the Services, and other critical DoW partners. Drives the strategic success of RD-CX via expert knowledge of requirements and acquisition processes to create critical collaborations across the Department, Agency, and interagency. Develops and deploys advanced analytical tools and frameworks, providing the Director with mission-critical information on the Department's portfolio alignment against national-level CWMD objectives. Serves as an analyst for identifying and defining critical gaps in the nation's offensive CWMD capabilities in conjunction with warfighters. Spearheads strategic initiatives across program management, acquisition, and stakeholder engagement to realign and utilize RD-CX resources, directly targeting and resolving the most urgent operational shortfalls. Orchestrates the Department's Planning, Programming, Budget, and Execution (PPBE) process, delivering strategic recommendations and resource allocation analyses directly to leadership. Develops and implements sophisticated metrics to govern and optimize the portfolio, ensuring maximum return on investment and the strategic value of resources in the Program Objective Memorandum (POM). Coordinates the Department-wide requirements adjudication process, leading the rigorous analysis of all warfighter capability requests to make recommendations on their alignment and funding. Determines the best approach or solution for resolving identified problems and recommends courses of action to Department leadership. Ensures that the methods used to support the objectives and that technical recommendations are sound and appropriate. Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Coordinating counter-weapons of mass destruction (counter WMD or CWMD) science and technology (S&T) capability development requirements and investments to meet Combatant Command (CCMD), Service, other DoW, and partner demands and needs; Orchestrating and leading the Planning, Programming, Budgeting, and Execution (PPBE) process for a research and development (R&D), particularly a science and technology (S&T) organization, to ensure strategic alignment and make resourcing recommendations in support of the Program Objective Memorandum (POM) development; Analyzing tasks, requests for information, and other organizational challenges for best approaches and/or solutions and making recommendations to leadership in support of the portfolio; Collaborating within DTRA, DoW, and with other partners to understand their counter-weapons of mass destruction (counter WMD or CWMD) science and technology (S&T) capability development efforts to reduce overlap and leverage co-investment to provide best return on investment for the warfighter, and; Advising senior leaders at the SES/GO/FO level on critical counter-weapons of mass destruction (counter WMD or CWMD) science and technology (S&T) capability development efforts to gain advocacy for resources to support those technology-based programs. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process.
