Summary This position is located in the Equal Employment Opportunity (EEO) Office at the Central Texas Veterans Health Care System (CTVHCS). The incumbent serves as an Equal Employment Opportunity Specialist and assists the EEO Manager in the planning, development, implementation, evaluation, and monitoring of the affirmative action and equal employment opportunity programs for the medical center. Duties Duties included, but are not limited to: Provides a wide range of administrative and technical support to ensure EEO program activities are administered and implemented for medical center leadership and staff. Develops and presents training programs and provides advice on EEO and affirmative employment issues affecting the facility. Develops and maintains statistical data on the complaint process; responds to inquiries from complainants and officials; conducts analysis of demographic trends; and maintains contact with the Office of Resolution Management, managers, supervisors, and the Regional Council. Reviews and updates EEO policies and guidance as needed. Provides program support and administrative assistance, including coordinating and planning logistics for meetings and training. Reviews and implements projects affecting facility operations and assesses program effectiveness through periodic review. Prepares correspondence for senior officials' signatures; reviews and drafts correspondence and reports. Designs, implements, and facilitates EEO-related training; provides support to the EEO Manager. Provides advisory services to all levels of management on EEO program requirements and implications, and advises managers/supervisors on how services support their missions. Assists with management of Special Emphasis Programs. Drafts EEO Program Status Reports, the Federal Equal Opportunity Recruitment Program (FEORP) report, the Disabled Veterans Affirmative Action Plan (DVAAP), and other required EEO reports. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of laws, regulations, executive orders, court decisions, and issues related to Federal Equal Employment Opportunity (EEO) programs, and skill in interpreting and applying this knowledge to a variety of work assignments; knowledge of human resources principles, including recruitment, selection, labor relations, and job evaluation, as they relate to EEO programs; knowledge of EEO complaint processes, affirmative employment initiatives, and Special Emphasis Programs; skill in identifying barriers to equal employment opportunity and analyzing the causes and effects of discriminatory practices against protected classes of individuals; and skill in fact-finding, analysis, problem solving, written communication, interpreting regulations and policies, and dealing effectively with individuals at various levels of an organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. (TRANSCRIPT REQUIRED).
