Summary The Administrative Officer (AO) in the Surgery Service, is located at the Kansas City VA Medical Center (KCVAMC), and reports directly to the Chief of Surgery Service. The AO leads the Surgery Service at Kansas City VA Medical Center in the Medical Center and eight Community Based Outpatient Clinics (CBOCs). This is a temporary assignment for an initial 120 days, may be extended in 120 day increments up to one year, and can be made permanent without further competition. Duties Major Duties will consist of but not limited to: Provides for the overall administrative management for Surgical Services. This includes interpreting administrative policies, developing/implementing local policies, defining administrative requirements, and/or providing advice to Surgical Services leadership on related issues. Ensures funds are properly allocated and spent in a timely manner. Incumbent has the authority to obligate funds and approve payments within established budget constraints. Maintains liaison with Human Resources in all areas of personnel administration concerning the Surgical Services. Initiates the recruitment process to fill vacant positions and completes formal requests for personnel actions. Serves as the administrative manager over Surgical Services for contracting operations. Manages procurement contracting related to supplies, equipment, and services (library and informational databases, simulation training equipment and maintenance, national vendors for clinical skills such as RQI, etc.). This includes management of preparing procurement requests, evaluating proposals, negotiating business agreements and contracts for procurement and/or maintaining procurement and contracting records. Develops and performs studies on a wide variety of systems and programs (AchieveIT, IPPS/IFCAP, HRSmart, Talent Management System (TMS), SQL/Data Warehouse, DSS, eCMS, etc.) to identify and make recommendations regarding existing programs, evaluate workload distribution, and perform cost benefit analysis to advise the Surgical Services on any potential impact on operations. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advising, planning, developing, implementing, and evaluating administrative processes and programs such as contract management, funds management, clinic flow, clinic scheduling, staffing efficiency, lobar mapping, access, and communication across the Service Line. Serving as the Contracting Officer Representative (COR). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
