SUPERVISORY RECREATION SPECIALIST (YOUTH ACTIVITIES)

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Holloman Youth & Teen Center. Duties Plans, organizes, and directs the activities of a segment of the Youth Recreation Activities section, ensuring that Youth & Teen Center complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities; Represents (Youth Programs) with a variety of installation and functional area organizations. Develops comprehensive short and long term budgets and fiscal requirements to meet (Youth) program's objectives and maintain internal control. Provides safe and healthy environments for youth; Performs public relations duties. Plans and conducts intervention and positive activities for at-risk youth; Determines adequacy of facility and equipment. Qualifications In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of principles, concepts, developmentally appropriate practices, and techniques of programming for Youth, teens, and youth sports; ensuring that programming for youth and teens complies with legal and regulatory requirements and meets customer needs and provide services and activities that directly impact the base and local community young participants physical and mental well-being, and social development. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. Requirement for General Schedule

(GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skills and Abilities

(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, practices and procedures used to manage youth activities. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of procedures to assist in developing and executing both APF and NAF budgets for a specific youth recreation program. 4. Skill in effectively organizing and utilizing all available community resources within the specific program framework. 5. Ability to plan, organize, and direct the functions and staff of an activity within the scope of Youth Programs. 6. Ability to communicate effectively, both orally and in writing.
