Major Responsibilites
% of time Activity End Results 15% Strategic Leadership and Organizational Growth Effective implementation of World Vision Rwanda's Resource Mobilization Strategy, resulting in achievement of organizational resource acquisition objectives. Diversified and sustainable funding portfolio that supports organizational growth, resilience, and long-term impact. Strong alignment between resource acquisition priorities and National Strategy objectives, ensuring resources are directed toward strategic priorities. Enhanced organizational decision-making through timely advisory support on funding opportunities, market trends, and resource mobilization risks. A culture of innovation, accountability, and resource stewardship embedded across the organization, strengthening funding competitiveness and sustainability. 20% External Relations, Donor Engagement and Positioning Enhanced organizational visibility, reputation, and influence among donors, government institutions, development partners, foundations, and private sector stakeholders. Strong and sustainable strategic relationships established and maintained with senior donor representatives, decision-makers, and key development partners. World Vision Rwanda positioned as a preferred and credible development partner in national, regional, and international forums. Increased strategic partnership and resource acquisition opportunities through effective representation, stakeholder engagement, and high-level negotiations. 20% Resource Acquisition and Business Development (Growing the pipeline and securing new funding ) Annual resource acquisition targets established and achieved, contributing to overall strategic funding goals. Increased funding secured through proactive business development, donor positioning, and opportunity pursuit. Strong strategic partnerships, consortiums, and alliances that enhance competitiveness and access to high-value opportunities. A healthy and forward-looking funding pipeline that supports sustained organizational growth. 30% Resource Acquisition, Portfolio Performance and Sustainability (Managing and growing the value, quality, and sustainability of the funding portfolio). A diversified and sustainable funding portfolio that supports long term organizational impact and resilience. Improved proposal success rates and funding outcomes through high-quality, competitive, and compliant submissions. Strong donor retention, stewardship, and strategic partnerships that expand funding opportunities. Enhanced financial sustainability through diversified revenue streams and continuous improvement in resource mobilization performance. 5% Technical support, Mentorship and Talent Development A high-performing, skilled, and motivated Resource Mobilization team capable of delivering World Vision Rwanda's resource acquisition and growth objectives. Effective workforce planning, succession management, and staff development, ensuring continuity of critical resource mobilization capabilities and leadership pipeline development. Strong cross-functional collaboration and alignment across Programmes, Operations, Finance, Communications, Support Offices, and other stakeholders in support of resource acquisition goals. A culture of accountability, continuous learning, and high performance embedded within the Resource Mobilization function, resulting in improved effectiveness, efficiency, and results delivery. 5% Strategic Advisory and Organizational Leadership Resource mobilization priorities effectively integrated into organizational strategy, planning, and decision-making. Senior leadership equipped with timely strategic intelligence and analysis to guide growth, sustainability, and funding decisions. Enhanced organizational positioning, readiness, and responsiveness to emerging donor, partnership, and development financing trends. Strengthened organizational influence and visibility through effective representation in strategic national, regional, and global forums. 5% Other Responsibilities Effective contribution to National Office leadership, organizational priorities, and strategic initiatives. Compliance with organizational policies, standards, and regulatory requirements across the Resource Mobilization function. Successful delivery of special assignments and cross-organizational initiatives as delegated. Consistent promotion of World Vision's mission, values, and organizational reputation through all resource mobilization activities.
Knowledge/qualifications for the Role
Required Professional Experience Minimum 7-10 years of progressive experience in resource mobilization, donor engagement, business development, strategic partnerships, and grant acquisition, including senior leadership responsibility. Demonstrated track record of securing significant funding from institutional donors, bilateral and multilateral agencies, UN organizations, foundations, private sector partners, and domestic funding sources. Proven experience leading resource acquisition and business development functions, including donor positioning, funding pipeline management, partnership development, opportunity prioritization, and strategic funding decisions. Experience overseeing donor intelligence, portfolio management, funding diversification, and resource mobilization systems to support long-term organizational growth and impact. Extensive experience building and managing high-level relationships with donors, government institutions, development partners, foundations, private sector leaders, and other strategic stakeholders. Demonstrated success leading complex proposal development processes, consortium building, negotiations, and high-value funding pursuits involving multidisciplinary teams and multiple stakeholders. Experience advising senior leadership on donor trends, development financing, funding risks, resource mobilization strategies, and organizational growth opportunities. Proven leadership experience in developing high-performing teams, strengthening organizational capacity, and driving resource mobilization performance and sustainability. - Master's Degree in International Development, Business Administration, Economics, Public Policy, International Relations, Communications, Social Sciences, or a related field.
- A Bachelor's Degree in a relevant discipline, combined with substantial senior-level resource mobilization and leadership experience, may be considered. Professional Trainin g

- Training in strategic planning, development financing, results-based management, proposal design, donor compliance, and grant management is an advantage. Professional Certifications (Desirable)
- Professional certification in Project Management (PMP, PRINCE2, or equivalent).
- Certification in fundraising, resource mobilization, grant management, business development, partnership management, or leadership development.
- Additional certifications in strategic planning, organizational development, MEAL, or Results-Based Management are desirable. License / Registration
