Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Office of Finance, Investment Analysis Division, Strategic Business Transformation Branch, located in Washington, DC. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Duties The incumbent serves as a Management & Program Analyst located in the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of the Commissioner (OC), Office of Finance (OF). Serves as an analyst or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative system and management support principles, processes, and systems. Those can include, but are not limited to budget methodology and control, statistical research and performance measurement, information systems, management techniques and theories, organizational structure, planning and control systems, and public and congressional liaison, policy and other programs, impacting the total office. This position starts at a salary of $121,785.00 (GS-13, Step 1) to $187,093.00 (GS-14, Step 10) with promotion potential to $187,093 (GS-14 Step 10). Major Duties include: Planning, conducting and/or participating in special studies or task forces, while providing expert assistance to headquarters and field offices. Working closely with stakeholders to define the end-state vision for collection platform modernization. Collecting and analyzing feedback from customers, stakeholders and other teams to shape requirements, features, user stories. Prioritizing and managing product backlog to ensure delivery within schedule and cost. Overseeing the development and implementation of testing and training plans to ensure product success and stakeholder adoption. Qualifications Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying qualitative and quantitative methods to assess administrative or mission-support processes, including reviewing workload data, performance measures, timelines, error rates, resource usage, or compliance results to identify trends, gaps, and improvement opportunities. Analyzing business processes, program procedures, or management controls and recommended specific process improvements to reduce delays, improve accuracy, strengthen compliance, or increase efficiency within an office or program area. Preparing written analyses, dashboards, briefing materials, or reports that presented data-driven findings, process risks, recommended corrective actions, and expected operational impacts for review by supervisors or program managers. Participating in stakeholder meetings, working groups, or project discussions to gather requirements, communicate office needs, document action items, and coordinate follow-up activities related to program operations, resource planning, or process improvements. You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading complex qualitative and quantitative evaluations of major administrative or mission-support programs by analyzing performance data, workload trends, resource utilization, budget impacts, compliance results, and operational risks to develop authoritative recommendations for senior management. Directing process improvement initiatives that redesigned cross-functional business processes, improved management controls, reduced operational inefficiencies, strengthened data quality, or enhanced program performance across an office, directorate, or agency component. Developing and implementing new or revised policies, procedures, controls, or operating guidance based on analysis of process gaps, legislative or policy changes, resource constraints, program risks, or senior leadership priorities. Producing executive-level decision materials, impact assessments, briefings, or recommendations that quantified operational, resource, schedule, budgetary, or workforce effects of proposed process changes or management initiatives. Representing an office, directorate, or agency component in high-level stakeholder meetings, working groups, or interoffice initiatives by presenting organizational requirements, negotiating priorities or timelines, resolving complex issues, and securing agreement on actions affecting program operations or resources.
