[What the role is] The Operations Planning and Monitoring Department (OPMD) spearheads strategic operations planning, monitoring and coordination within the Place Management and Operations Division (PMOD). Working closely with the operational teams, OPMD maintains and refines Concept of Operations (CONOPS) and operational frameworks, while leveraging data and sensing capabilities to support anticipatory operations, operational oversight and evidence-based decision-making. OPMD also strengthens operational readiness, emergency preparedness and forward planning, while supporting key public cleanliness and hygiene initiatives such as Clean Tables, Clean Toilets and the Environmental Sanitation (ES) Regime. The department works with operational teams, and relevant stakeholders to support effective and resilient operations. [What you will be working on] In this role, you will: Support the planning, implementation and oversight of key operational functions that uphold cleanliness and hygiene standards in Singapore's markets and hawker centres ecosystem. You will orchestrate complex stakeholder ecosystems spanning government agencies, technology solution partners, integrated cleaning contractors, and other groups to strengthen operational outcomes that enhance both public health resilience and patron experience. You will be responsible for the following:
- Support end-to-end strategic procurement processes, designing and executing tender frameworks for services including integrated cleaning solutions
- Drive performance excellence through contractor management, by implementing monitoring systems, comprehensive audit frameworks and streamlining administrative processes
- Support the operational implementation and adoption of cleaning technologies and productivity solutions, including monitoring systems and automated solutions
- Manage the comprehensive implementation of the Environment Sanitation (ES) Regime across all MSE-owned markets and hawker centres
- Develop budget planning and monitoring frameworks that ensure effective resource allocation, enhance operational efficiency, and deliver clear value outcomes
- Navigate regulatory requirements and implement robust audit processes to ensure regulatory compliance
- Deliver key assignments that strengthen contractual management practices, improve administrative processes, and support strategic operations planning to enhance departmental effectiveness and service delivery [What we are looking for] The job might be for you if you possess the following qualities:
- At least 1 year of working experience in contract management / operations planning and management
- Prior experience in government procurement will be an advantage
- Strong analytical, planning and problem-solving skills, with the ability to assess operational issues, draw insights from data and translate them into practical recommendations and actions.
- Strong project and stakeholder management skills, with the ability to coordinate multiple workstreams and work effectively with internal teams and other stakeholders.
- Good written and verbal communication skills, with the ability to present issues and recommendations clearly to different audiences.
- Meticulous and organised, with the ability to manage competing priorities and deliver quality work within tight timelines.
- Able to work independently, collaboratively and take ownership of assignments from planning through to implementation and follow-up.
- Self-driven, resourceful and adaptable, with an interest in continually improving operational processes and service delivery.
- Comfortable working with data, AI and technology-enabled solutions to support operational monitoring and decision-making.
- Proficient in Microsoft Office applications. Experience with data visualisation, dashboarding or other digital tools would be an advantage.
- Able to work beyond normal office hours, including weekends, when operational needs arise.
