• If selected at the GS-11 level, the below responsibilities will be performed in a developmental capacity.
• Serves as a Warranted Contracting Officer and central point of contact for assigned procurement.
• Performs intensive market research to determine availability of the product or producers and to develop new sources.
• Develops acquisition strategy involving previous history, market conditions and specifications or technical data packages, as well as reviewing Sourcing Strategy recommendations.
• Determines contract type, method of solicitation, options determination, and sources to be solicited.
• Prepares and issues solicitations with appropriate clauses, award factors and amendments as required (i.e. Requests for Quotes, Invitations for Bids, and Requests for Proposals).
• Evaluates and reviews offers/bids to ensure responsiveness and responsibility of offeror/bidder, and price reasonableness/adequacy of competition.
• Considers and recommends acquisition plans to achieve socioeconomic goals for small or disadvantaged businesses, or for businesses in labor surplus areas. Qualifications To qualify for a Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11 Developing and/or administering a variety of large contracts, including those with specialized provisions or terms. Utilizing automated procurement, supply, and business systems to complete tasks and acquire, use and maintain accurate records. Evaluating bid responsiveness, contractor responsibility, and/or contractor performance. GS-12 Developing and/or administering a variety of large, complex contracts, including those with specialized provisions or terms and those covering unique items or services. Utilizing automated procurement, supply, and business systems to complete tasks and acquire, use and maintain accurate records. Evaluating bid responsiveness, contractor responsibility, and/or contractor performance. Analyze difficult issues, identifying alternate courses of action, modifying standard procedures and solving a variety of problems. Considering customer requirements along with contractor proposals to ensure the Government's best interest from cost and technical viewpoints. Identifying potential contractors in limited supplier source situations while considering commercial business and industry practices and trends, cost factors, and market conditions. D. To qualify based on education in lieu of specialized experience, you must possess: GS-11 Three full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree. GS-12 Education may not be used in lieu of specialized experience for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
