Health System Specialist

Summary This position is located within the Salt Lake City Health Care System, Office of the Associate Director for Resources. The incumbent reports directly to the Associate Director for Resources and serves as the Health System Specialist responsible for coordinating the planning, implementation, integration, deployment, and long-term sustainment of Electronic Health Record Modernization (EHRM) and other major healthcare system modernization initiatives affecting the Salt Lake City Health Care System. Duties DUTIES Serves as the principal program manager and senior advisor for planning, coordinating, implementing, and sustaining complex healthcare system modernization initiatives that support the strategic goals and operational priorities of the Salt Lake City Health Care System. Leads multiphase modernization efforts involving Electronic Health Record Modernization (EHRM), clinical communication and collaboration technologies, Conducts comprehensive administrative and operational analyses to evaluate existing programs, workflows, business processes, and organizational readiness for modernization initiatives. Identifies operational gaps, workflow inefficiencies, implementation risks, and resource requirements Plans, coordinates, and monitors modernization projects from concept development through implementation and long-term sustainment by establishing project objectives, milestones, timelines, priorities, and performance metrics. Evaluates project progress, analyzes emerging issues, develops corrective action strategies, and recommends program adjustments to ensure modernization initiatives remain aligned with organizational priorities, regulatory requirements, available resources, and evolving healthcare delivery needs. Provides authoritative consultation and technical guidance to executive leadership, service chiefs, program managers, and multidisciplinary stakeholders. Facilitates governance activities, strategic planning sessions, executive briefings, and multidisciplinary workgroups to build consensus, resolve complex operational issues, support informed decision-making, and advance healthcare system modernization objectives. Coordinates with clinical, administrative, informatics, technical, engineering, contracting, fiscal, supply chain, and other internal and external stakeholders. Develops executive reports, strategic recommendations, and performance analyses that support organizational planning, continuous process improvement, and achievement of modernization goals. Develops executive reports, dashboards, performance measures, and analytical summaries to evaluate modernization outcomes, monitor organizational performance, assess operational effectiveness, and support executive decision-making. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Specialized Experience-

• Applicants must have 52 weeks (1-year) of specialized experience equivalent to at least the next lower grade level GS- 12 in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that are typically in or related to the position to be filled. Specialized Experience is defined as; Mastery of healthcare administration principles and advanced qualitative and quantitative analytical methods sufficient to assess and improve the effectiveness of complex healthcare system modernization programs, administrative operations, and management processes affecting multiple clinical, administrative, operational, informatics, technical, and support organizations throughout the healthcare system. Comprehensive knowledge of healthcare system modernization principles, Electronic Health Record Modernization (EHRM), clinical communication and collaboration systems, workflow modernization, interoperability, organizational readiness, strategic planning, program management, performance measurement, business process improvement, and healthcare administrative operations is required to evaluate complex organizational issues, conduct comprehensive management studies, assess operational effectiveness, develop modernization strategies, and recommend administrative solutions that improve healthcare delivery and organizational performance. Skill in applying expert analytical, project management, facilitation, communication, and problem-solving techniques is required to design and conduct comprehensive administrative studies; evaluate broad and complex organizational issues where established methods are often inadequate; develop implementation strategies, workflow improvements, organizational readiness assessments, and performance measures; and provide authoritative recommendations to executive leadership regarding healthcare system modernization and organizational effectiveness.
