Summary If selected you will be responsible for the researching the purpose and background of requests for regulatory changes; writing notices, proposed, interim, and final regulations (dockets) and related materials and revising these documents based on reviewers' input; and ensuring that the impacts of the regulations are accurately described and that the regulations comply with all applicable authorities. There is 1 vacancy for Washington, D.C., and 1 vacancy for all other locations. Duties
- The duties may include, but are not limited to:
- Writes notices, proposed, interim, and final regulations (dockets) and related materials for APHIS programs and rewrites these documents based on edits and input from reviewers.
- Writes and edits often highly specialized or technical documents that may cover any of the regulatory programs in which APHIS is engaged.
- Uses meetings with program staff, program manuals, memoranda, and other verbal and written statements of program policies, objectives, and procedures to determine the basic need for content and the scope of new regulations.
- Reviews Agency rules, regulations, and related policy directives to ensure that they are within the scope of the Agency's statutory authority.
- Reviews incoming regulatory workplans and supporting documentation for completeness accuracy, internal consistency, and consistency with applicable precedent.
- Serves as a point of contact for new employees to assist them in drafting in conformance with precedent and the standards of the Federal Register Document Drafting Handbook, and the Government Printing Office (GPO) Style Manual. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the
GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Writing Federal Register documents for USDA, APHIS. Routinely drafting and reviewing USDA, APHIS Federal Register documents. Routinely drafting and reviewing legal documents. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
