Project Manager

Summary As a Project Manager, you will manage highly complex IT projects for telecommunications contracts and service offerings as well as drives innovation. Location of position: Located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Acquisition Solutions Development. We are currently filling one vacancy, but additional vacancies may be filled as needed. Duties Serves as a senior expert Project Manager/Contracting Officer Representative (COR) to manage various highly complex IT projects for telecommunications contracts and service offerings. Provides authoritative technical advice to GSA/FAS on project planning, execution, and delivery, ensuring alignment with strategic goals. Prepares acquisition packages, including but not limited to the development of the performance work statement or statement of work, performs market research, generates independent government cost estimates (IGCE), prepares acquisition plans, evaluates contract proposals, and contract performance metrics. Provides feedback and communicates with leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally. Advises and mentors junior staff to develop project management skills throughout GSA/FAS. Coaches team members in the selection and application of appropriate problem solving methods, provides advice on work methods, and assists team members in identifying viable solutions. The GS-14 salary range starts at $127829 per year depending on the selection. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience: Managing complex IT or telecommunications acquisition projects throughout the full lifecycle, which includes developing acquisition strategies and core documentation (such as performance work statements, cost estimates, and source selection plans); and Serving as a Contracting Officer Representative (COR) or Project Manager, evaluating vendor proposals on technical evaluation boards, and leading matrixed teams to track project deliverables and performance.
