Management and Program Analyst

Summary This position is at Edward Hines Jr. VA Hospital in Hines, IL (Level 1a Complexity), within the Physical Medicine and Rehabilitation Service. The primary purpose of the position is to function as the Service-level Automated Data Processing & Clinical Information Applications Coordinator (ADPAC/CIAC). The purpose of the work performed is to plan and carry out projects to improve the efficiency and productivity of organizations and employees in administrative support activities. Duties The ADPAC/CIAC Coordinator is a health care professional who uses that knowledge to influence and adapt IT systems to drive management of the health system toward effectiveness and efficiency and serves as the principal liaison between clinical nursing staff, OI&T, and administration. The position serves as the knowledge expert and consultant for the electronic health record and associated clinical software and provides users and staff with consultative support and education. Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care operations more effective and efficient. Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems; initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a lead role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation. Represents a wide variety of stakeholders and liaisons with both internal and external organizations. Identifies end-user educational requirements and training needs; develops educational programs and instructional materials and appropriate tools to educate the users and support staff at all levels of the organization, and trains others to deliver educational programs. The Rehabilitation ADPAC/CIAC Coordinator also functions as the alternate Rehabilitation Outcomes Database(s). Duties may include, but are not limited to the following: Assesses, plans, and implements clinical software to improve patient care. Consults with clinical and administrative rehabilitation personnel on rehabilitation programs, databases, evaluation tools, statistical analysis, and reporting. Collaborates with technical, clinical, and administrative teams to define system requirements and evaluate system capabilities. Develops and oversees patient management databases and contributes to clinical decision-support systems. Facilitates work groups in identifying care problems, establishing standards, defining goals, and achieving measurable objectives. Leads change management initiatives by evaluating information flow, operational procedures, and clinical processes. Develops and manages implementation plans for software releases and health information system projects. Coordinates interdisciplinary projects, including planning, cost estimation, communication, implementation, and outcome evaluation. Supports employee onboarding by preparing administrative access and verifying information for Rehabilitation service staff. Trains and assists alternate ADPACs with their responsibilities and remains accessible through the service-issued pager. Work Schedule: Monday

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education s described below: GS-9 Grade Requirements: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge and skill integrating automated data processing and clinical information systems to support the adoption and application of new technologies throughout the Veterans Health Administration (VHA). Experience educating staff on computer applications; testing, modifying, developing, and evaluating clinical software; collecting, trending, and analyzing data; and coordinating with local and national clinical computer communities. Experience supporting clinical operations across primary care, mental health, specialty care, surgery, and ambulatory clinics, while contributing to the Clinic Practice Management model at the hospital and related CBOCs. Experience analyzing, evaluating, and improving administrative operations and management within the Physical Medicine and Rehabilitation Service, and planning and implementing projects to improve the efficiency and productivity of organizations and employees in administrative support activities. or J.D., if related to the Management and Program Analyst position, and if such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university, may be substituted to qualify for this GS-9, Management and Program Analyst position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE:

OR, GS-9 Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the Management and Program Analyst position, which may be substituted to meet the experience requirements of the position. For example, 6 months of appropriate specialized experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-9) would qualify for a GS-9 position.
