Health Insurance Specialist

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, Center for Program Integrity (CPI), Division of Stakeholder Engagement & Outreach (DSEO). As a Health Insurance Specialist, GS-0107-13, you will perform assignments associated with education, outreach, and customer service aimed at private health insurance consumers, beneficiary/provider and interest groups, and other stakeholders. Duties

• Provides consultative and advisory services to management in matters pertaining to areas of responsibility and identifies and resolves or refers significant or precedent-setting issues and problems to management.
• Evaluates and analyzes the impact of new or revised changes to legislation before Congress pertaining to any CMS program by sharing feedback from providers, stakeholders, consumers, and beneficiaries.
• Develops project plans to ensure logistics are handled efficiently, identifying potential bottlenecks and resolving issues within the scope of authority.
• Acts as an Agency representative and contribute to discussions and planning sessions on program policy development. Interacts with and presents to a variety of audiences to further the Agency’s external affairs program and messaging campaigns.
• Coordinates and prepares responses to Office of the Inspector General and Government Accountability Office actions; monitor progress of associated corrective action plans. Qualifications

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Developing and coordinating information, education, or outreach campaigns related to health insurance programs (e.g., Medicare, Medicaid, CHIP, or the Health Insurance Marketplace); AND Serving as a liaison with external stakeholders, in support of education, outreach, and customer service efforts for health insurance programs; AND Detect health insurance program vulnerabilities to detect fraud, waste, or abuse while analyzing legislative, regulatory, or policy changes and preparing correspondence or communications materials for the public, Congressional staff, or agency leadership.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
