Summary This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, Region 3, Midwest Fisheries Center. This position requires on-site presence. The selected applicant will be expected to report to one of the following Region 3 offices: Bloomington, MN Ashland, WI Iron River, WI Onalaska, WI Columbia, MO Neosho, MO Carbondale, IL Wilmington, IL Trenton, MI Alpena, MI Elmira, MI Brimley, MI Marquette, MI Ludington, MI New Franken, WI Genoa, WI Duties At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Oversee budget planning and execution, monitor spending, analyze financial trends, and use systems such as the Financial and Business Management System (FBMS). Direct procurement and property management, including purchasing, market research, justifications, inventory, and disposal in line with federal rules. Coordinate travel, payroll, agreements, and administrative processes while representing the office in meetings and ensuring compliance with policies. Duties will be developmental in nature when filled below the full performance level. Qualifications All qualifications must be met by the closing date of this announcement

Minimum Qualification Requirements (GS-09): To qualify for this position at the GS-09 level, you must meet the following minimum qualifications: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: performing administrative management duties; developing and executing budgets; monitoring obligations and expenditures; managing procurement actions; and preparing and reviewing agreements. OTE: Your resume must contain sufficient information in these areas to be found qualified. You must include hours per week worked. -OR- Education: Successful completion of at least 2 years of graduate education in a directly related field clearly appropriate to this position. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, first take percentage of education ???????beyond the first year of graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. Minimum Qualification Requirements (GS-11): To qualify for this position at the GS-11 level, you must meet the following minimum qualifications: Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: utilizing knowledge of financial principles, policies, and procedures to manage and oversee budgetary commitments and appropriated funds; determining whether estimates of funding needs and requests are in line with program plans and work methods by working with customers within and outside of the agency; analyzing and evaluating budget data to identify trends, characteristics, and deficiencies and make recommendations to management and external audiences; using computerized financial programming and tracking software to manage budgetary data, create spreadsheets, tables, charts, graphs, or diagrams to review and present information to explain or justify financial decisions, conclusions, findings or recommendations to others; communicating with internal and external customers providing sound advice of all financial data (i.e. reimbursable agreements, contracts, financial assistance agreements and Intra/Inter agency agreements). NOTE: Your resume must contain sufficient information in these areas to be found qualified. You must include hours per week worked. -OR- Education: Successful completion of at least 3 years of graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a directly related field clearly appropriate to this position. You must include transcripts. -OR- Combination of education and experience as listed above. To combine education and experience, first take percentage of education beyond the second year of graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
