Bilingual Intervention Specialist (Domestic Violence)

Summary The position is located in the Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia, Office of Behavioral Interventions (OBI), Intensive Cognitive Behavioral Intervention Unit (ICBIU). The Agency is responsible for working closely with the criminal justice system and community leaders in providing the full range of comprehensive services to support the fair administration of justice, increase public safety, prevent crime, and reduce recidivism. Duties Facilitate Domestic Violence Intervention Program group sessions and individual sessions in English and Spanish, following prescribed curriculum plans, implementation guidelines, and Notices of Procedures to ensure fidelity to the domestic violence intervention model in both languages. Manage a caseload of Bilingual and Spanish-dominant participants, including reviewing case records, coordinating services with Community Supervision Officers and Supervisory Community Supervision Officers, documenting participant progress, and ensuring continuity of Domestic Violence Intervention Program services. Conduct comprehensive reviews of case records at intake and at regular intervals, including court orders, Deferred Sentencing Agreement or Civil Protection Order documentation, risk and needs assessments, domestic violence history, toxicology results, supervision history, behavioral health information, and referral documentation. Ensure cultural and linguistic accuracy in all bilingual Domestic Violence Intervention programming by adapting communication styles, examples, and illustrations to reflect the cultural context of Spanish-speaking supervisees while maintaining intervention model fidelity and victim-safety standards. Monitor participant attendance and engagement in Domestic Violence Intervention Program sessions and apply missed-appointment response protocols, including victim-safety-prioritized notifications, communication with Community Supervision Officers and Supervisory Community Supervision Officers, and SMART documentation. Review and evaluate participant work products specific to the Domestic Violence Intervention Program and provide structured, accountability-focused feedback in English or Spanish consistent with curriculum requirements and evidence-based practice standards. Conduct Domestic Violence Intervention Program phase assessments, reassessments, and progress evaluations in English and Spanish to determine participant skill attainment, accountability development, and readiness for program progression, completion, or discharge. Participate in Domestic Violence Intervention Program staff meetings, quality-assurance reviews, training sessions, and professional development activities as directed by the bilingual supervisory domestic violence intervention specialist. Support quality-assurance functions within the Intensive Cognitive Behavioral Intervention Unit by providing information for case audits and implementing corrective recommendations resulting from quality-assurance reviews. Basic Entry

QUALIFICATION: A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in the behavioral or social sciences, or in a related discipline that included at least 24 semester/36 quarter hours in the behavioral or social sciences.

Or B.

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Or C.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: Transcripts are required for all claimed education.

Additional Specialized Experience

REQUIREMENT: In addition to meeting the basic entry qualification requirement, applicants must have specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as facilitating evidence-based domestic violence or cognitive-behavioral interventions for high-risk offenders and adapting strategies to address resistance or co-occurring issues; managing complex domestic violence cases, conducting advanced risk assessments, and making recommendations that guide intervention and supervision decisions; and collaborating with interdisciplinary teams and community partners to address offender needs, evaluate intervention outcomes, and recommend improvements to enhance program effectiveness and victim safety. Selective Placement Factor 1 Must be able to read, write, and speak both Spanish and English at a professional level, including producing accurate written case documentation and delivering program content in both languages. Selective Placement Factor 2 Licensure Requirement: To qualify for this position, applicants must possess a current licensure or certification to practice independently in the social services field. This includes Licensed Independent Social Worker (LISW), Licensed Independent Clinical Social Worker (LICSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or comparable certification in a social science discipline such as psychology or social work. Licensure must be current at the time of application and maintained throughout employment. Applicants are responsible for ensuring their licensure remains in good standing and for completing all continuing education requirements necessary to maintain licensure. A copy of your current, unrestricted license must be submitted with your application. Failure to provide a copy of your license will result in loss of consideration. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
