Duties As a Supervisory IT Specialist (PLCYPLN) (Lead Project Manager / Product Owner) you will be responsible for the following duties: Leads and directs teams acting as a primary stakeholder in the underlying information technology operational processes and functions that support the service, provide direction and monitor all significant activities to deliver successful service. Applies advanced knowledge of system life cycle management principles, including software security and usability. Applies advanced knowledge of cloud computing service models Software as Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS). Applies advanced knowledge of cybersecurity principles and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Confer with systems analysts, engineers, programmers, and others to design applications and to obtain information on project limitations and capabilities, performance requirements, and interfaces. Leads and directs consultation with customers to evaluate functional requirements and translate them into technical solutions, acting as the primary translator between the highly technical engineering teams and senior DoD/DCSA leadership. Leads implementation strategies for system development, performance management, and operational logistics, ensuring the product roadmap aligns with DoD acquisition cycles to provide the Agile Release Train (ART). The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-13) in the Federal service and are prepared to take on greater responsibility. Specialized experience for this position includes: Advising leadership and personnel of anticipated revisions to theories, methodologies, or procedures to support mission priorities while contributing to the development, promulgation and execution of programs, projects, and operations. Implementing strategies for system development and analysis, operational logistics, project funding/budgeting, project cost, schedule, and performance management. Optimizing usability, security, and mission speed while collaborating with customers and users to build software features that optimize usability, security, and mission speed.
