Business Analyst

ASSYST is seeking a skilled Business Analyst to support the Governance and Demand Management functions in Tallahassee, FL (Onsite) The Business Analyst will collaborate across business units including Project Management, IT Service Management, Enterprise Architecture, Security, and Portfolio Management to analyze processes, document requirements, and evaluate technology demands for impact, dependencies, risks, and resource considerations. Responsibilities:

• Analyse & Document: Map current workflows to identify automation opportunities, gaps, risks, and cost-benefit improvements, documenting process maps, use cases, and requirements.
• Facilitate & Align: Host stakeholder sessions to separate core business needs from specific tools and align technical solutions with departmental strategy.
• Intake & Evaluate: Manage and refine technology requests, evaluating them for business value, cost, scope, resource needs, and operational impact.
• Coordinate & Trace: Consult (Security, Architecture, PMO) to prepare analytical reports for executive decision-making and ensure end-to-end request traceability.
• Liaise & Mediate: Connect business users, technical teams, and external vendors while driving consensus among stakeholders with competing priorities.
• Translate & Present: Simplify complex technical language and deliver strategic findings and recommendations to leadership.
• Analyse & Report: Track demand and portfolio trends, using performance dashboards and metrics to support executive decisions.
• Standardize & Optimize: Maintain consistent business analysis practices and refine tools, documentation, and governance frameworks.
• Validate & Test: Partner with technical teams to ensure business needs are met through solution evaluation, requirements validation, and User Acceptance Testing (UAT).
• Transition & Lead: Transition approved demands into active projects and serve on concurrent project teams, stepping up to lead sub-teams as needed. Qualifications & Skill Requirements
• Four (4+) years of equivalent work experience (Relevant experience may substitute for education on a year-for-year basis).
• Experience performing business analysis, requirements analysis, process analysis, or functional procurement evaluations.
• Proven experience eliciting, gathering, analyzing, documenting, and communicating system requirements and business processes.
• Strong analytical, risk-based problem-solving, and cost-benefit evaluation skills.
• Demonstrated ability to translate end-user friction and field observations into actionable technical specifications for development teams.
• Strong verbal, written, facilitation, and interpersonal communication skills to build consensus among diverse stakeholders.
• Proven ability to act as a strategic bridge between large user bases, technical teams, and external vendor partners.
• Capability to balance multiple shifting priorities, drive execution across concurrent operational initiatives, and work across multiple projects.
• Proficiency in creating clear business documentation, process flows, executive presentations, and analytical procurement deliverables. Preferred Qualifications
• Experience working in IT governance, demand management, portfolio management, or enterprise technology procurement environments.
• Experience supporting technology investment, prioritization, or formal governance deployment decisions.
• Experience collaborating with Project Management, ITSM, Enterprise Architecture, Cybersecurity, or Portfolio Management teams.
• Experience facilitating strategic meetings/workshops with business leaders and key stakeholders.
• Hands-on experience with ServiceNow or similar IT management and sourcing platforms.
• Experience analyzing spend or operational data to build reports, measures, or dashboards.
• Familiarity with supporting continuous software deployment lifecycles and phased implementation roll-out strategies.
• Experience navigating compliance and delivery parameters within a large public-sector or complex organization.
• Knowledge of public sector operations, offender management, or correctional systems.
• Experience in large-scale enterprise system modernization and digital transformation initiatives.
• Knowledge of business analysis methodologies, process improvement frameworks, Agile, ITIL, or operational practices.
• Familiarity with change management principles to drive system adoption and digital transformation with field users.
• Demonstrated ability to lead project sub-teams and mentor/coach junior staff members.
• Entry Certificate in Business Analysis ( ECBA ), Certification of Capability in Business Analysis ( CCBA ), ITIL Foundation , or related process improvement/procurement certifications.
