Summary Serves as a Lead Information Technology Specialist (Data Management) within the Database & Data Center Support Services Section, AMK-222. Duties Applies experience and a comprehensive technical knowledge to Structured Query Language (SQL) and/or Oracle Database management. Installs, configures, applies maintenance and debugs database issues and application (if requested by Middle-Tier Team) problems. Coordinates system testing with the application teams and end users. Writes and updates work instructions following ITIL best practices when documenting in preparation for system releases and installations. Develops and uses specialized evaluation techniques to monitor performance of SQL and Oracle databases. Has working knowledge of Oracle Enterprise Manager (OEM) alerts and alarms and how to take corrective action. Typical assignments may include, but not limited to; installing SQL/Oracle databases, adding storage to a clustered environment, setting up physical stand-by DR sites, setting up dblinks, working daily with the Operating System Administrators, collecting, recording and analyzing capacity and performance data/information; identifying problems; performing investigation and inspection activities; and initiating compliance and enforcement actions (security checklists). Demonstrates independence in planning time and using assigned resources to accomplish assignments and projects. Knowledge of and has hands on experience Oracle Automated Storage Management (ASM), Cluster Ready Services (CRS), Recovery Manager (RMAN), eBusiness Suite Application DBA (EBS Apps DBA), Oracle Enterprise Manager (OEM) and Oracle Engineered Systems such as Exadata and ZFS based database cloning. Experience with Microsoft products such as Windows and SQL Server. Conceptual understanding (how it works) of Netapp arrays (Network Attached Storage and Storage Area Network), DNS, stateful firewalls, multi-factor authentication (MFA) and Secure Socket Layer (SSL) based database authentication. Contacts/Customers are internal/external to the organization. Communication with the customer is typically intended to share information, coordinate outages, upgrades and/or apply maintenance to the database(s), recommend solutions and/or database best practices along with conveying the Enterprise Service Center (ESC) standards to the customer. Communication with the customer will also entail providing data and/or written analyses (technical and operational support documentation) when requested. Follows policies/procedures, ITIL best practices and ISO 9001 and 20K disciplines. Assignments typically require solutions to be derived by interpreting and extrapolating from situation faced in the past. May provide recommendations to improve work processes. Occasionally refers difficult problems and work issues to a manager when guidelines are not available or applicable. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management and/or vendor support. Work is reviewed periodically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Qualifications To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes: Experience leading large (multiple systems and interfaces) projects, integrations, OR major database upgrades/releases, implementing security practices that protect ESC assets/customer systems, and troubleshooting problems/outages encountered during or after major system upgrades. Applicants should include examples of Specialized Experience in their work history. AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. 1. Attention to Detail
