Employees work where needed, in the office, at a job site, and off-site as needed. In this position, you can expect to work on-site at least three days per week at the Wellington E. Webb Municipal Building, 201 W. Colfax Ave., Denver, CO 80202. Employees must work within the state of Colorado on their off-site days. DOTI's Interagency Missions (IA) team is responsible for delivering vertical and horizontal design and construction projects throughout the city. The team manages the full project delivery process, coordinating user agencies (owners), architects, contractors, and other project stakeholders to successfully plan, procure, design, and construct projects. IA provides project management services to numerous City agencies and departments to ensure their project needs are met. IA manages a diverse portfolio of projects ranging from capital and deferred maintenance initiatives to ground-up new building construction. The team is currently seeking a Senior Engineer-Architect Manager to join the team. Specifically, in this role you will:
- Manage the Interagency team of diverse project delivery staff (i.e., project managers, architects, engineers, inspectors, specialists, construction managers) and associated work groups, such as planning, project management, design, and construction implementation
- Manage the project delivery portfolio performance within Interagency with a focus on construction delivery and metrics, while tracking ongoing trends and forecasts. Provide feedback and create accountability for both internal and external stakeholders
- Manage the overall scope, schedule, budget, and risk factors that impact numerous projects and customer agency portfolio success
- Understand alternatives in design and construction contracting, procurement, negotiation, and project delivery methods
- Delineate various funding types and understand how/when they apply to given projects and programs and their associated risks to the successful outcomes of project delivery
- Lead a team of people-leaders, including supervisors who oversee the work of various project managers, in order to delivery projects for customer agencies throughout the City
- Provide direct supervision and leadership for multiple employees including performance management, coaching, process improvement, staff empowerment, inspiration, and technical guidance
- Represents the work area(s)/division in meetings with elected and/or appointed officials and other city entities. Serves as a city representative on various committees
- Support and champion established procedures and processes that coordinate larger work efforts and priorities within the department and within the City. Support and champion Citywide initiatives and find ways to connect them to project delivery.
- Monitor and directs daily operations to ensure policies and procedures are correctly interpreted and followed. Ensures goals and objectives are met, services are being provided efficiently and effectively, and takes corrective action when needed
- Ensure staff and financial resources are utilized appropriately and shift resources based on business needs within budget restraints and workload availability
- Communicates annual work plans to employees and ensures employees are focused on the work plan and achieving performance standards for both employees and identify and implement innovations that improve team performance
- Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance. Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards
- Select, train, develop, and evaluate subordinate staff. Makes decisions on hiring, terminations, promotions, and disciplinary actions as required
- Resolve operational and management issues, make decisions that are inclusive of multiple perspectives to solve underlying problems
- Performs other related duties as assigned What You’ll Bring Our ideal candidate has some or all the following experience, skills, and characteristics:
- Direct experience (6 years or more) of managing and supervising implementation teams conducting planning, design, and construction with an emphasis on resolving advanced construction challenges of vertical design and construction
- Fosters collaborative relationships that benefit the organization with an emphasis on customer service and relationship building
- Strategic and innovative abilities within the Infrastructure space to engage a large multi-faceted organization toward different ways to deliver programs while aligning organizational objectives
- Documented success working in a lead role developing effective systems for complex construction projects and programs that include facilities, parks, and other infrastructure with the City and County of Denver, equivalent municipality, or with a private consultant
- Experience implementing cost and scheduling efficiencies related measures across varied disciplines associated with complex infrastructure program implementations to achieve high quality, safe and equitable public infrastructure and service outcomes
- Experience developing, managing, and regular reporting of program and related project data, schedules, and budget which is utilized to guide organizational business decisions
- Experience and positive outcomes managing large teams toward a strategic, high profile, program goal through use of a cooperation, innovation, and well-rounded approach.
- Experience supervising, mentoring, and developing technical staff in their careers, using emotional intelligence
- Experience managing large diverse team’s daily operations including policies, procedures, systems, objectives, services, and application of proactive corrective measures or course corrections as necessary
