Learn more about CBP's mission, core values and careers at This position is located within the Operational Support Facilities (OSF) Division, which oversees CBP's large, complex, and diverse frontline operations facilities for the Air and Marine Operations (AMO), the U.S. Border Patrol (USBP), and the Office of Field Operations (OFO). As primary liaison to OFAM Business Partners, OSF executes its core business functions with the following overarching priorities: providing safe and secure facilities, leading major and minor construction planning and execution, and exercising stewardship through appropriate maintenance and operations and responding to unexpected operational emergencies. The Program Manager (Facilities Project Manager) leads a portfolio of complex, high-value facility design and construction projects for U.S. Customs and Border Protection, managing project scope, schedule, budget, risks, and stakeholder coordination throughout the project lifecycle. The position serves as a Contracting Officer's Representative and provides strategic program management, financial analysis, process improvement, and technical oversight for projects with enterprise-wide impact. Typical Duties include: Planning, coordinating, managing, and evaluating construction project activities supporting facility design, construction, and mission requirements. Managing complex facility construction projects across organizational lines throughout the project lifecycle, including planning, execution, monitoring, and closeout. Preparing analyses and recommendations to support leadership decisions on project budgets, scope, schedules, risks, and resource needs. Tracking project goals, milestones, risks, and performance, and implements corrective actions to address barriers or delays. Coordinating with internal and external leaders, program offices, contractors, and partner agencies to develop and execute project plans within approved budgets and timeframes. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing complex facility construction projects from planning through completion, including procurement support, design coordination, construction oversight, budgets, schedules, and project goals. Overseeing contractor work, internal team activities, project milestones, deliverables, and corrective actions during facility or infrastructure project execution. Developing project plans that include scope, schedule, budget, risk, stakeholder communications, and resource requirements. Tracking project performance using cost data, risk reviews, financial analysis, schedules, status reports, or other project measures, and reporting results to leadership or stakeholders. Resolving complex project issues and recommending process improvements to improve service delivery, reduce costs, shorten timelines, or improve project quality. Certification Requirement: The selectee must serve as a Contracting Officer's Representative (COR) and obtain COR Level II certification within 18 months of onboarding.
