General Description
The Finance Director – Weatherization is responsible for the financial, grant, purchasing, inventory, and administrative functions associated with Northumberland County's Weatherization programs. This position maintains accurate financial records, prepares required fiscal reports and invoices, assists with program budgets, processes personnel and contractual documentation, and helps ensure compliance with County, Commonwealth, and federal funding requirements. The position works closely with Weatherization program staff, County Finance and Controller’s Office, Human Resources, funding agencies, contractors, and program monitors to support the efficient and compliant operation of the Weatherization Department. Essential Duties and Responsibilities
- Prepare, review, reconcile, and submit Financial Status Reports (FSRs), invoices, and supporting documentation for Weatherization funding sources, including:
- DOE (U.S. Department of Energy)
- LIHEAP (Low Income Home Energy Assistance Program)
- BIL (Bipartisan Infrastructure Law)
- WR or WRF (Weatherization Readiness Fund)
- and other applicable funding programs.
- Maintain financial records necessary to track expenditures, reimbursements, grant balances, and program budgets.
- Reconcile program financial activity against County accounting records and funding-source requirements.
- Prepare and coordinate budget submissions and budget revisions , including submissions to DCED and other appropriate funding agencies.
- Monitor program expenditures to ensure costs are appropriately charged to applicable grants and funding sources.
- Assist with fiscal monitoring, audits, and reviews conducted by state, federal, County, or other authorized entities.
- Gather and maintain documentation necessary to substantiate expenditures during fiscal monitoring and audits.
- Review and approve appropriate Weatherization payroll information through Paylocity in accordance with County procedures.
- Coordinate and process Weatherization-related personnel actions and supporting documentation with County Human Resources.
- Maintain and reconcile the physical inventory of Weatherization equipment, materials, and other program assets with inventory records.
- Assist with purchasing and procurement activities and maintain appropriate supporting financial documentation.
- Perform contract administration , including maintenance of contractor documentation, pricing information, renewals, and other contract-related administrative requirements.
- Track contractor pricing and assist with the administration of approved Weatherization contractor rates and services.
- Prepare and process work orders and change orders , including documentation necessary to support modifications to approved work.
- Maintain organized financial and grant files sufficient to document program expenditures, approvals, procurement activity, contracts, and reimbursement requests.
- Track reporting deadlines and ensure financial reports, invoices, budgets, and other required submissions are completed timely.
- Assist with administrative and financial aspects of trade training and Weatherization training activities .
- Communicate with program staff regarding available grant funding, allowable expenditures, documentation requirements, and budget status.
- Coordinate with County Finance, Controller, Purchasing, Human Resources, and other departments as necessary.
- Assist the Weatherization Director/Program Administrator with financial planning, grant administration, and program compliance.

Skills and Abilities
- Knowledge of basic governmental accounting, budgeting, accounts payable, reimbursement, and financial recordkeeping practices.
- Ability to understand and administer multiple funding sources with different fiscal and reporting requirements.
- Ability to prepare and reconcile financial reports, invoices, budgets, and supporting documentation.
- Strong organizational skills and attention to detail.
- Ability to maintain accurate records and meet multiple reporting deadlines.
- Ability to interpret grant agreements, contracts, program guidance, and administrative requirements.
- Ability to identify discrepancies and resolve financial or documentation issues.
- Ability to maintain confidential personnel and financial information.
- Ability to communicate effectively with County departments, contractors, funding agencies, auditors, and program staff.
- Proficiency with computer-based accounting, payroll, spreadsheet, and document-management systems.
- Working knowledge of Microsoft Excel, Word, Outlook, and similar office software.
- Ability to work independently while coordinating responsibilities across multiple County departments and outside agencies.
Minimum Qualifications
Education and Experience: Associate degree in accounting, finance, business administration, public administration, or a related field and two years of experience involving accounting, budgeting, grant administration, purchasing, or financial recordkeeping; OR An equivalent combination of education, training, and experience that provides the knowledge and abilities necessary to successfully perform the duties of the position. Experience with governmental accounting, grant-funded programs, Weatherization programs, or state/federal reporting is preferred.
Additional Requirements
- Must successfully complete required County and program-specific training.
- Must maintain knowledge of applicable Weatherization fiscal and administrative requirements.
- Must be able to maintain accurate records subject to governmental monitoring and audit.
- May be required to attend training or meetings related to Weatherization funding and program administration.
Physical Requirements
The position primarily involves office work requiring regular use of a computer, telephone, and standard office equipment. The employee may occasionally be required to lift and move files, records, supplies, or equipment and may be required to participate in physical inventory verification.
