Summary This vacancy announcement may be used to fill two (2) GS-0201-14 Human Resources Specialist (Policy) positions located in the Department of Homeland Security, U.S. Coast Guard, Office of Civilian Workforce Management in Washington, District of Columbia. Candidates may be considered for one or both of the following functional areas: Position 1: Strategic Workforce Planning or Staffing Policy Position 2: Performance Management, Awards, & Employee Engagement Policy Duties You will serve as a Human Resources Specialist (Policy) and be responsible for planning strategic goals and initiatives, designing customer-focused programs, developing policy, overseeing programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a recognized technical authority, exercising broad independence in researching, designing, developing, implementing, and assessing comprehensive civilian HR programs and policies across Workforce Planning, Staffing, Performance Management, Awards, and/or Employee Engagement. Conducting complex labor trend analyses and evaluating best practices to strategically align talent initiatives with Coast Guard mission goals. Independently formulating and delivering enterprise-wide executive decision papers, analytical reports, and senior leadership briefings on highly complex, sensitive, or contentious workforce issues, providing authoritative recommendations to gain executive leadership approval and buy-in. Serving as the principal Coast Guard civilian HR liaison with the Department of Homeland Security (DHS), interagency working groups, and external components. Independently analyzing existing and proposed legislation, regulations, and departmental directives to assess programmatic impacts and represent the agency's position. Qualifications To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. of the following functional areas: Workforce Planning or Staffing (e.g., workforce analytics, talent acquisition strategies, hiring flexibilities, and/or staffing policy); OR Performance Management, Awards, & Engagement (e.g., performance appraisal systems, incentive awards programs, retention strategies, and/or employee engagement initiatives); AND Authoring and presenting executive decision papers, comprehensive reports, or briefings to senior leadership on complex civilian workforce issues; AND Interpreting and evaluating legislative, regulatory, or agency-level policies to resolve complex human capital challenges and represent an organization before external or departmental stakeholders. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
