Summary This position functions as a Program Specialist for the VA Saint Louis Health Care System, Integrated Healthcare Informatics Service Line (IHIS). The purpose of the position is to assess the productivity, effectiveness and efficiency of the medical facility health care program activities and operations in support of IHIS. Duties The Program Specialist provides administrative leadership support and guidance to the Chief of Integrated Healthcare Informatics Service, or designee. The incumbent combines management skills and a comprehensive understanding of the regulatory requirements with exceptional interpersonal skills and an unparalleled focus on customer service. Duties include, but not limited to: Develops and implements health informatics programs and projects to enhance data collection, analysis, and reporting for the Integrated Healthcare Informatics Service (IHIS). Collects and analyzes healthcare data to identify trends, opportunities for improvement, and innovations; creates reports and dashboards to communicate insights and recommendations to leadership and stakeholders. Monitors program quality and performance measures, ensuring data accuracy and eliminating redundant or duplicate data sources. Provides budgeting and financial management support for IHIS, including budget formulation, justification, execution, and financial reporting. Collaborates with IT and clinical teams to integrate health informatics solutions with electronic health records (EHRs) and other systems, ensuring data security and interoperability. Coordinates and delivers training on information systems, data management, and informatics tools for staff and end users. Serves as liaison between IHIS and internal/external stakeholders, including clinical staff, VISN leadership, and community partners, to support program development and communication. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: collecting and analyzing healthcare data to identify trends, opportunities for improvement, and innovations; creates reports and dashboards to communicate insights and recommendations to leadership and stakeholders; collaborate with IT and clinical teams to integrate health informatics solutions with electronic health records (EHRs) and other systems, ensuring data security and interoperability; coordinate and deliver training on information systems, data management, and informatics tools for staff and end users.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Experience must be clearly indicated in your resume. Preferred Experience: Experience coordinating across multiple departments and with senior leadership, including managing calendars and scheduling priorities. Strong verbal and written communication skills, with experience developing end-user facing materials (e.g., guides, process documentation). Experience maintaining SharePoint sites or similar collaboration platforms. Proficiency with Microsoft Excel, Word, Outlook, and Adobe Acrobat. Strong team player who works effectively across functional areas to support shared goals.
