(Senior) Development Partner, Logistics Sector Resilience

[What the role is] In EnterpriseSG's role as Whole-of-Government (WOG) Logistics Sector Resilience (LSR) Lead, the LSR unit is responsible for strengthening Singapore logistics sector's preparedness and response capabilities across disruptions and crises. The team's work spans both policy and operations – they identify and develop strategies to mitigate systemic vulnerabilities in Singapore's logistics sector and also develop and stress test activation plans. In an increasingly complex and uncertain environment, the team's work is central to ensuring that Singapore and the stakeholders they support can withstand, respond to, and recover from disruptions effectively. You will work closely with colleagues across the public service and industry partners to stay up to date on expectations of- and the evolving state of Singapore's logistics sector. In this role, you will analyse complex and emerging risks that could disrupt the logistics ecosystem and translate them into clear, actionable policy recommendations. You will also design and run exercises, develop activation plans with defined triggers and coordination arrangements, and strengthen response readiness across logistics stakeholders and Whole-of-Government partners. The portfolio is as varied as it is meaningful. No two days look the same, and the work you do will have a direct and tangible impact on Singapore's ability to navigate an increasingly uncertain world. [What you will be working on]

• Monitor resilience posture of Singapore's logistics ecosystem through tracking indicators such as capacity in the ecosystem and activation mechanisms
• Map and develop capabilities required to bridge structural and emerging vulnerabilities in Singapore's logistics ecosystem
• Curate and maintain relationships with public and private stakeholders to strengthen crisis preparedness of Singapore's logistics ecosystem [What we are looking for] We welcome candidates at all career stages and from a wide range of academic backgrounds who share a strong passion for Singapore and her logistics ecosystem. Beyond these qualities, the ideal candidate should bring the following:
• Degree in Logistics, Supply Chain Management, Public Policy, Economics, Engineering, or a related discipline, though candidates from other academic backgrounds with relevant experience are equally welcome
• At least 2 years of relevant experience in logistics operations, supply chain management, risk management, crisis management, or public policy, with the ability to quickly develop deep sectoral knowledge
• Strong analytical and research skills, with the ability to synthesise complex information from multiple sources, identify systemic risks, and translate findings into clear, actionable policy recommendations
• Experience in stakeholder engagement and relationship management across both public and private sector organisations, with the ability to build trust and influence without direct authority
• Familiarity with crisis management frameworks, business continuity planning, or emergency response planning, including the design and facilitation of tabletop or live exercises
• Ability to develop and maintain monitoring frameworks, track leading indicators of sector resilience, and proactively flag emerging vulnerabilities
• Experience working in or with government agencies, statutory boards, or inter-agency platforms (advantageous)
• Understanding of Singapore's logistics ecosystem including key players, infrastructure, and regulatory environment (advantageous)
• Comfortable working with ambiguity and evolving priorities in a fast-paced environment, with the ability to manage multiple workstreams concurrently without compromising quality
