A2/6 organization. Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments. Directs the performance of budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of the budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations, apportionments, allotments, and transfer of funds from other agencies. Serves as the Division's Budget Analyst for the review of NIP Director Decision Documents (DOD) and MIP Program Budget Decision (PBD) documents within the Air Force or other SRF Congressional budget documents. Assesses the impact and advises superiors on Congressional decisions concerning MIP and NIP program and budget submissions to include SRF, assists in preparing reclama actions. Coordinates the Resources Division's external requirements and maintains a continuous liaison with Headquarters Air Force (HAF) directorates, MAJCOMS, Unified Commands,
Ousd C
and DoDIC offices to integrate Air Force budgetary support actions. Plans and directs the work of subordinate employees in various grades. Conducts employment interviews and makes employee selections. Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality of experience is experience that has equipped the applicant with the particular competencies, knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include applying expert knowledge of the concepts, principles, practices, laws and regulations governing budget execution; applying knowledge of the Capabilities Programming and Budgeting System process used to formulate intelligence budget submissions; applying comprehensive knowledge of principles, practices of budget development and formulation to review, edit, and consolidate budget estimates from Major and Unified Commands to adjust data in related databases; and a high degree of skill in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Skills and Abilities
(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the concepts, principles, practices, laws and regulations governing budget execution. Knowledge of laws, rules and regulations governing federal civilian personnel and military personnel management. Comprehensive knowledge of the DoD and the Corporate Air Force Programming, Budgeting and Execution system in order to coordinate and merge Military Intelligence Program (MIP), and National Intelligence Program (NIP) and Spectrum Relocation Funds (SRF) requirements into the Air Force budget formulation system. Comprehensive knowledge of principles, practices of budget development and formulation to review, edit, and consolidate budget estimates from Major and Unified Commands to adjust data in related databases. Incumbent is an authority on budget execution. A high degree of skill in applying the principles, practices and methods of budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget. Knowledge of major intelligence programs to include the General Defense Intelligence Program, Military Intelligence Program, the Consolidated Cryptologic Program, the Foreign Counter-Intelligence Program aggregation and-the National Geospatial-Intelligence Program, and the Spectrum Relocation Funds. Knowledge of the Capabilities Programming and Budgeting System process used to formulate intelligence budget submissions. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
Conditions of Employment
CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that incumbent (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. Incumbent must be eligible for assignment to sensitive duties and must meet the investigative requirements thereof. The incumbent must undergo a Special Background Investigation and receive favorable adjudication by the determining authority and must be eligible for a
Top Secret
clearance and access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Incumbent is subject to mandatory drug testing. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
