This position develops clear, accurate, and standards-aligned communication materials that visually convey Program Controls data including cost, schedule, risk, and performance metrics for Board, public, and internal audiences. The role transforms complex Program Controls information into accessible reporting products while ensuring accuracy, consistency, and compliance with RTD communication and accessibility standards. Under the direction of the Program Controls Manager, the Specialist supports recurring reporting cycles, individual reporting requests, and the continued development of a structured data pipeline that connects source systems to reporting outputs. The Specialist collaborates with the Program Controls Analyst to verify data integrity prior to visualization. DUTIES & RESPONSIBILITIES: ESSENTIAL: Data Visualization and Reporting

  • Develops recurring and individual reporting materials that communicate Program Controls cost, schedule, and risk data with clarity and accuracy for Board, public, and internal audiences.
  • Translates raw Program Controls data into accessible visual formats that support decision-making and reinforce analysis.
  • Maintains consistency, accuracy, and alignment with RTD communication standards across all reporting deliverables.
  • Ensures all reporting materials comply with ADA and Section 508 accessibility requirements including color contrast, alt text, and compatibility with screen reading technologies.
  • Develops and documents Program Controls reporting standards, templates, and style guidelines to ensure consistency across Program Management Office (PMO) outputs.
  • Manages production timelines for recurring reporting cycles. Data Pipeline Support
  • Supports development and continuous improvement of a repeatable pipeline that links source systems, such as spreadsheets, scheduling tools, and cost systems, to reporting and visualization outputs.
  • Partners with the Program Controls Analyst to validate underlying data structures and ensure readiness for reporting. OTHER:
  • Performs all other job related duties as assigned. QUALIFICATIONS: Required Qualification :
  • Bachelor's degree in Business Administration, Public Administration, Data Analytics/Science, Information Design, Technical Communications, or Management Information Systems is required or an equivalent combination of education and relevant work experience.
  • Minimum of five (5) years of experience in reporting or structured data presentation, including experience preparing communication materials for technical, public, and/or executive audiences.
  • Proficiency with visualization tools and graphic design software packages.
  • Experience with an email/template design platform (e.g., Constant Contact, Stripo, or similar). Preferred Qualifications:
  • Exposure to Power BI or other business intelligence and dashboarding tools.
  • Exposure to Geographic Information System (GIS) mapping tools.
  • Exposure to Primavera P6 or MS Project.
  • Experience in public sector, infrastructure, or transit reporting. OR
  • An equivalent combination of education, experience, knowledge, skills, and abilities. Key Competencies & Characteristics:
  • Ability to translate complex Program Controls data into clear and accurate communication materials.
  • Ability to work with data from multiple source systems and reconcile it into consistent reporting formats.
  • Strong written and verbal communication skills; including the ability to convey technical content effectively.
  • Strong planning, organizing, and prioritization skills with attention to detail.
  • Ability to collaborate across teams particularly with analysts to ensure alignment between data structures and reporting outputs.
  • Willingness to develop additional technical knowledge in BI tools, GIS, and scheduling software over time.
  • Working knowledge of ADA and Section 508 accessibility requirements for digital and print communication materials.
