Summary The Human Resource Specialist will evaluate applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verify eligibility, rate and rank applicants. Adjudicate and make decisions on applicant appeals and agency's request. This is a Temporary Promotion/Detail Not to Exceed One Year, it may be terminated at any time. It may be extended or converted to permanent without further competition. Duties Major duties include but are not limited to: Recruitment and Placement Evaluating applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifying eligibility, and rating and ranking applicants; Drafting and preparing announcements; Reviewing and consulting, in conjunction with the hiring manager, on job analysis and/or rating and ranking panels when needed; Identifying management problems and analyzing them from the management viewpoint; Providing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.; Troubleshooting and resolving difficult and controversial internal and external staffing and placement problems. Consultation Collaboratively evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; Coordinating with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process and advising on the selection of Subject Matter Experts and the rating panel process. Preparing written correspondence and other documents; Advising and consulting on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area; Providing innovative recruitment solutions. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience and/or education as described below: GS-12 HR Specialist (Full Performance Level): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, etc., VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Knowledge of current HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments. Knowledge of veterans' preference regulations, and Special Hiring Authorities (VRA, CPS, Schedule A, etc.) and flexibilities. Knowledge of Title 5, Title 38, and Hybrid Title 38 appointment requirements. Knowledge of USA Staffing for the use of posting job announcements, issuing certificates of eligibility, and advising managers on conducting job analysis. You will be rated on the following Competencies for this position: Technical Competence Analytical Reasoning Technical Credibility Communication Recruitment/Placement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physician Provider Recruiter Preferred Experience Three or more years of experience as health professional recruitment Ability to source applicants from multiple sources Experience using applicant tracking system. Includes but not limited to USAS. Knowledge of VA physician qualification standards Knowledge and ability to communicate physician pay setting rules and benefits. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
