TCF- Trainee- Program Analyst (Informatics)

Summary The Technical Career Field (TCF) Trainee, Program Analyst (Informatics) position will report to the the Office of Health Informatics and supported by the Informatics and Data Analytics career field in the TCF program. Responsible to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Department of Veterans Health Administration. Duties Include but not limited to: Evaluates, documents, prioritizes, and recognizes requirements for the improvement of the Organization. Improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes to achieve successful adoption and application of new technologies. Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts. Consults, advises and educates employees including management on how to make healthcare more effective and efficient. Operates to improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system. Execute major projects that span the whole organization. Participates in clinical/administrative decision making for the hospital. Provides relevant clinical and/or administrative data to identify, quantify and resolve organizational problems. Provides excellent customer service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. • You must have one year of specialized experience equivalent to at least the next lower grade GS-05 related to this position. Examples of specialized experience would typically include, but are not limited to: Assisting in developing responses, programs, or strategies dealing with data validation activities to assess a program. Analyze, evaluate, and recommending process improvements. Gathering and capturing data. Knowledge of the organization, structure, workload, and mission and goals, policies and procedures. Utilizes computer equipment with a wide variety of database software to produce letters, memorandums to prepare a variety of complex documents/reports containing tables and/or graphs to extract data. Assisting in preparing and delivering briefings verbally, and in writing. Or, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or, superior academic achievement. Or, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education. Examples of specialized experience would typically include, but are not limited to: Utilizes innovative practice patterns and specializations to continuously develop the informatics role and associated competencies aligning with strategic needs of the organization. Supporting the management and delivery of educational experiences using information solutions and technology. Ensures electronic health records operate to improve patient care, patient safety and to meet providers needs through continuous evaluation. Develop and provide formal and informal education and in-services to facility staff. Or, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree; or, two full years of progressively higher level graduate education leading to such a degree; or, LL.B. or J.D., Or, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of GS-07 level specialized experience and only graduate-level education beyond the first year.
