Summary This position, located at the

HCS, serves as a Secretary to the Medical Center PENTAD member assigned to direct the activities of clinical services and programs of this tertiary care facility. Duties Duties include but not limited to: Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public. Acts as liaison to other managers and staff within the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions. Informs them of the supervisor's views on current issues and programs. Processes incoming and outgoing materials such as correspondence, reports, memorandums, and other forms of written communication. Performs the following types of duties: edits letters, composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Provides general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submittals of information. Schedules appointments, coordinates meetings, and/or schedules conferences. Provides general calendar maintenance, clerical services such as maintaining calendars and recording appointments, arranging for meeting and small conference administrative details, or following up on action items with appropriate staff members independently. Attend meetings, notes commitments made, informs staff of commitments, and arranges for staff to implement commitments during the meetings. Arranges for meeting space, speaker, and support arrangements for large conferences. This includes the performance of such activities as writing letters to the speakers and participants, arranging hotel accommodations, transportation to a from the meeting site, social arrangements, and secretarial/clerical support. Obtains and monitors the use of services, supplies, or equipment for the office. Acquires the equipment and services using procedures to procure, authorize, control, and justify these purchases. Serves as timekeeper for multiple offices. Work Schedule: Monday

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Interchange Agreement: Interchange agreement Rule 6.7, OPM gives current federal employees in the excepted service the option to apply to merit promotion jobs in the competitive service. You're eligible to apply to a merit promotion job in the competitive service, if: You're a current federal employee in the excepted service (serving on a permanent appointment, not time-limited). Have served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. Covers employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 7401(1) or (3) [formerly 38 U.S.C. 4104(1) and (3)]. Agreements effective 10/31/79 and 5/12/87; extended indefinitely. Persons appointed to competitive positions under the interchange agreements will receive career or career-conditional appointments. Service that begins with a person's current permanent appointment in the other merit system counts toward the 3-year service requirement for career tenure. SPECIALIZED EXPERIENCE: To be creditable, applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-07 in the normal line of progression for the occupation in the organization. Specialized experience for this position includes but is not limited to.... knowledge of a basic foundation of administrative concepts, principles and practices sufficient to perform independent duties involving elimination conflict and duplication of work, determining when new procedures are needed, studying and evaluating office equipment, and recommending restructuring of clerical activities in the office and subordinate offices; skill in adapting polices and procedures to emergency situations and establishing new procedures to meet new situations; skill in recognizing how and when certain policies, procedures, or guidelines would be confusing to others; a comprehensive knowledge of the supervisor's policies and views on all significant matters affecting the organization. Proficiency Requirement (Typing): Applicants must meet the proficiency requirement for this position of typing at least 40 words per minute. Preferred Experience: It is preferred that applicants possess the following experience for this position: Advanced Typing Skills. Customer Service experience. Meeting coordination, policy review/editing. Prepare Presentations. Compose and edit meeting minutes.
