Senior Deputy Comptroller and Chief Operating Officer, NB-0301-IX

Summary As the Senior Deputy Comptroller (SDC) and Chief Operating Officer (COO), you will serve as a principal strategic executive and member of the Executive Committee (EC), providing enterprise leadership over the Office of Management (OM) and its core administrative and operational functions, including human resources, finance, procurement, facilities, and related management services. Duties As the Senior Deputy Comptroller and Chief Operating Officer, you will: Direct the day-to-day performance of HR, finance, procurement, facilities, and related administrative, and other services so they reliably enable the organization's mandate, acting as service providers to the business, rather than create friction or delay. Establish efficient, well-controlled, service-oriented workflows across support functions; eliminate bottlenecks, redundant steps, and control gaps that could hinder timely delivery of mandate-critical work. Evaluate key workflows and tailor them to only what is required vs. what is customary to the organization to ensure maximum efficiency. Lead workforce planning, talent acquisition, performance management, and employee relations so that people processes enable-rather than constrain-the organization's ability to achieve its mandate. Ensure the organization has the right staffing levels, skills and succession plans so that human capital remains aligned with mandate priorities and can absorb external disruptions. Manage financial and material resources (budget execution, procurement, vendor performance, real estate) to maximize value and maintain the operational runway needed to meet mandate goals under both normal and stressed conditions. Develop and test business-continuity, crisis-response, and recovery plans so that core support functions and mandate-delivery capabilities can continue or rapidly resume after exogenous shocks (supply-chain issues, workforce disruptions, etc.). Define and track key operating metrics (service levels, process cycle times, control effectiveness, vendor reliability) and escalate emerging internal themes/trends that threaten mandate achievement. Provide clear, forward-looking counsel on capacity, constraints, and residual operational risks that could affect mandate delivery; recommend adjustments to priorities, investments, or risk appetite so that operations remain a reliable enabler rather than a limiting factor. Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs. Assess, evaluate and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc. Qualifications You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VIII band level or SES Level. Examples of specialized experience for this position include: Demonstrated delivery of multi-dimensional executive-level direction and guidance across functions or content areas such as, human resources, budget/finance, procurement, facilities and shared services enabling close coordination with a sense of urgency to meet the needs of the business. Establishing internal controls, governance, and process improvements across organizational support functions. Advising leadership on operational readiness, capacity constraints, resource trade-offs, and enterprise risks. The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
