Wa. General Summary
Perform senior role in financial guidance and analytical support within the Treasury department. Provide stewardship and lead oversight of financial activity as it relates to Treasury including cash, investment, and debt management. Oversee the accounting, administration, control processing, and verification of the daily Treasury processes. Provide business consulting services to designated management groups for a broad range of financial and business issues. Promote sound business decisions in the areas of planning, financial analysis, and fiscal control. Perform specialized budgeting, accounting, and financial analysis services in support of Energy Northwest. Support the issuance of tax-exempt and taxable municipal bonds in support of Energy Northwest long-term debt management strategies.
Principal Accountabilities
Lead and oversee cash management and investment functions with a high level of accountability. Exercise senior-level judgment in selecting investment instruments, establishing competitive pricing, confirming trade details with brokers, and initiating treasury management system investment tickets. Provide strategic planning of structuring and restructuring of Energy Northwest’s investment portfolios and ensure all activities are accurately processed, approved, reconciled, and reflected in the general ledger. Coordinate with internal systems, bank platforms, and investment software to validate all cash, investment, and debt activity. Perform debt management and analysis for semi-annual debt payment requirements. Prepare and/or input semi‑annual debt payment requirements, ensuring accuracy of all debt service transactions for approval by Treasury Management. Maintain and enhance outstanding debt service databases and reporting systems. Provide senior‑level analysis and oversight in developing and managing systems that track unclaimed bond debt service funds. Oversee settlement activities with trustees and ensure all debt functions meet financial, regulatory, and procedural expectations. Lead complex analysis of financial and operational issues, preparing recommendations, and developing implementation strategies. Lead initiatives supporting business planning, project evaluation, and operational improvements. Apply advanced analytical skills to address critical issues and provide actionable business and financial insights. Provide banking/trustee operations with senior-level coordination of daily banking and trustee operations by advising Treasury Management staff, resolving complex transactional issues, and ensuring operational integrity. Lead the development, implementation, and improvement of electronic communication interfaces with banks, trustees, brokers, and external vendors to increase efficiency and reliability of treasury processes. Serve as a system administrator for treasury platforms. Support system upgrades, lead troubleshooting efforts, and develop robust reporting and interface designs. Ensure treasury systems effectively serve operational and financial reporting needs across business units. Lead advanced analyses and system summaries for inclusion in annual Audited Financial Statements, Monthly Treasury Reports, and other key publications. Ensure reports reflect accurate financial performance, quality controls, and consistency with broader organizational objectives. Must participate on the Emergency Response Team (ERO) when designated. Must support the biennial refueling outage as needed.
Required Education and Experience

- Treasury Requires a Bachelor’s degree in either Business Administration, Finance, Economics or Accounting from an accredited college or university. Requires minimum of seven years’ experience in a financial/treasury/accounting/budgeting position. A Master’s degree in Business Administration, Finance, or Accounting from an accredited college or university can be substituted for two years of experience. Business & Financial Analyst III

Requires minimum of six years’ experience in a financial/treasury/accounting/budgeting position. Pay Range
Business & Financial Analyst IV
- Treasury Salary: $109,870 - $137,338 Business & Financial Analyst III
- Treasury Salary: $95,532 - $119,415 The salary listed represents the pay range for this position. Starting pay is calculated from the minimum of the salary range and actual individual placement within the range is determined based on the candidate's experience, education, skills, and abilities related to the role. The level and final offer will also take into account the candidate's overall qualifications.
Incentive Compensation
This position is eligible for an annual at-risk compensation (ARC) incentive plan. Incentives are earned based on agency performance against defined metrics and goals which follow eligibility rules within the ARC plan document.
