Summary This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. Salary will be adjusted based on duty location. See OPM's 2026 General Schedule Locality Pay Tables for additional information. Duties This position is located in the Department of Health and Human Services, (HHS), Office of Inspector General (OIG), Office of Management and Policy (OMP), Budget Division. The purpose of the position is to perform a variety of budget execution and monitoring functions in assigned areas, in support of the Office of Management and Policy, Budget Division's mission and program objectives. The incumbent serves as a Budget Analyst and reports directly to the Assistant Director, Budget Execution. At the full performance level of this position the duties include but are not limited to: Performing budget development, formulation and/or execution functions forassigned programs or administrative budget areas. Supporting managers and program specialists in the budget formulation process. Working with managers and program specialists to develop annual work plans and schedules for the execution of approved budgets; recommending reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and unanticipated expenses. Analyzing the impact of new or proposed legislation on the organization's budget; interpreting complex regulations, directives and polices and provides authoritative advice and assistance to program managers. Monitoring, reviewing and reconciluing commitments, obligations, reimbursable orders, etc. Compiling data and preparing a variety of ad hoc and reoccurring reports and analyses related to financial management issues. Maintaining complex databases, registers and other budget tracking systems. Qualifications Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. To qualify for this position at the GS-12 grade level applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience preparing, reviewing, and editing agency and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; Experience preparing recurring reports and analyses related to financial management issues, such as the status of funds and obligations; and Experience identifying potential budgetary issues, recommending solutions, and suggesting improvements to budgetary processes, policies, and procedures. To qualify for this position at the GS-13 grade level applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing the impact of new or proposed legislation and recommending reprogramming and adjustments to work plans for changes in funding levels and program requirements; Experience resolving difficult and complex budgetary problems, developing alternative solutions, and recommending changes to agency budget policies or legislation affecting program funding; and Experience maintaining complex databases and budget tracking systems, extrapolating information from automated financial management systems, and preparing substantive reports. Any specialized experience claimed must be clearly supported by the information in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
