Duties If selected for this position, you will serve as a Human Resources Specialist in the United States Attorney's Office, District of Maryland, located either in Baltimore or Greenbelt, MD. You will provide a variety of human resources management services in two or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, labor relations, and human development. You will serve as a consultant to management on personnel management matters with independent responsibility for resolving controversial, complex, and difficult cases. Servicing areas include numerous support roles classified in different occupational series, which include clerical, technical, administrative, and professional positions. Assignments include both day-to-day case processing, advice and assistance to management and staff, and special projects and studies. You will be expected to obtain/maintain delegated examining unit certification. Responsibilities will increase and assignments will become more complex as your training and experience progress. Qualifications *Delegated Examining (DE) certification preferred but not required. The individual selected for the position will be required to obtain DE certification. GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions: Specialized experience, education, OR a combination of education and experience. Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-09 level in Federal service. Specialized experience is defined as: advising managers on Federal civilian human resources laws and regulations related to one or more of the following functional areas: recruitment and placement, position classification, employee relations and performance management, employee benefits, compensation, and human resources development. Examples of specialized experience include: advising management on recruitment methods and strategies; generating vacancy announcements; issuing certificates of qualified candidates; coding and processing personnel actions; applying basic classification principles to review position descriptions; administering guidance on pay and leave; providing advice regarding employee benefits and retirement; and conducting research to solve complex human resources situations. Education: One of the following types of education in a related field (e.g., Human Resources): a Ph.D. or equivalent doctoral degree (such as an LL.M.); OR, 3 full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. GS-12: To be eligible, you must have one year of specialized experience at the GS-11 level. Specialized experience is defined as experience performing a variety of assignments requiring the application of HR concepts, principles, regulations and policy; planning recruiting approaches for medium and large-scale recruitment efforts and specialized positions; serving as an advisor to managers and other personnel on complex staffing issues and identifying and recommending solutions; performing the full range of examining functions including conducting job analyses and identifying competencies, creating assessment tools, creating vacancy announcements, reviewing applications, creating certificates of eligible applicants, and applying provisions of compensation and pay systems and coding personnel actions. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
