Information Technology Specialist (Policy and Planning)

Summary This position is located in the APHIS Marketing & Regulatory Programs Business Services, MRP IT, Program and Project Management Directorate. The selectee of this position is an experienced IT Project Investment Manager responsible for the management of complex, agency-wide and programmatic projects investments within the portfolio that support multiple MRP agencies. Duties

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Follows OMB’s guidance for capital planning and investment controls, manages investment efforts that can be used by multiple agencies.
• Oversees IT investment efforts and works with IT Project Managers to help ensure that projects are completed on time and within budget.
• The selectee manages the reporting of development by contractors for products and services such as business process re-engineering and business case documentation.
• Determines appropriate financial planning and management of products or services with clients or customers to assist in the definition of project scope, requirements, and deliverables.
• Identifies customers' information systems requirements; analyzes information systems requirements or environment; designs or conducts analytical studies, and cost-benefit analyses. For the

GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing IT portfolio investments that include overseeing activities and assessments, to assist with validating the agency/return on investments. Utilizing IT procurement processes with roles and responsibilities of a Contracting Officer's Technical Representative managing contracts. Supporting and assisting project managers and budget officials by preparing budget requests, obtaining allocations for software management, licensing for IT related projects, and contract requirement Performing IT management, including planning, acquisition, risk management, and performance oversight of investments. Utilizing Capital Planning and Investment Control (CPIC) or similar processes to maximize the value and assessment of the risks and the alignments for IT investments. Note: There is no education substitution for this grade level. In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below.
