Summary About the Position: This position is at Little Goose Dam, Starbuck, WA. The Dam is operated by the US Army Corps of Engineers and is situated on the Snake River, 65-river miles downstream from Clarkston, WA and 70-river miles upstream from the Tri-Cities, WA. The work duties will be performed inside and outside the hydroelectric (powerhouse) facility. This is a fast paced and multifaceted working environment. Little Goose Dam is near Starbuck, WA and close to Dayton, WA. Duties

  • Utilize knowledge of project programs to gather information, analyze data, and prepare reports, charts, and presentations.
  • Use advanced systems (e.g., CEFMS, DCPDS, AutoNOA, Microsoft Office suite) to streamline operations and ensure compliance with directives.
  • Interpret regulations, develop Standard Operating Procedures (SOPs), and guide staff on complex administrative procedures. Process personnel actions (RPAs/AutoNOA), recruitment packages, telework agreements, and performance awards.
  • In-process new employees and provide overviews of benefits (TSP, health, life insurance, retirement). Assist staff with personnel-related forms and coordinate with the Army Benefits Center (ABC).
  • Serve as the primary point of contact for payroll rules and regulations. Manage timekeeping records, troubleshoot attendance/leave issues, and ensure proper labor charge codes are applied using FEMS and CETALS.
  • Act as a Government Purchase Card (GPC) holder within micro-purchase thresholds. Prepare purchase requests, enter receiving reports, and reconcile statements using CEFMS and FEM.
  • Process TDY, local travel, and invitational orders/vouchers in compliance with Joint Travel Regulations (JTR) and district policies.
  • Track recordable injuries (OSHA/eComp), create safety meeting minutes, perform receptionist duties, distribute mail, and maintain official files. Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes work performing a variety of administrative support functions, experience in personnel actions, employee benefits assistance, and experience using automated financial management systems. OR Education: Successful completion one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, English, or Accounting. OR Combination Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, to compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
