Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. Cyber Sensing Port Management Office

(ID). Duties

  • Serves as the foremost thought leader (Management Official) for his/her career discipline in the assigned mission subject area, on behalf of the Cyber Development Directorate (ID), DISA and the DOD community.
  • Serves as the systems engineering architect in developing information architectures or modifications thereto, or participates in the development of Department-wide or Federal architectural policy, guidelines, frameworks and implementations.
  • Develops, defines, and modifies research and development objectives in the course of planning and conducting work.
  • Coordinates with senior technical managers within DISA, the DOD and non-DOD organizations on the identification and definition of technology issues, and participates in collaboration to formulate strategies.
  • Leads, initiates, and monitors specialty programs while evaluating the impact of major technological changes on DoD governance, goals, and objectives.
  • Mentors technical staff to support cross functional knowledge, skills and abilities to develop the technical workforce. Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements: For the Computer Engineer GG-0854/ Electronics Engineer GG-0855: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the Computer Scientist GG-1550 Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience engineering software intensive systems, to include requirements engineering, the architecture of systems, and human factors engineering; OR utilizing information management systems and associated technology; OR formulating and directing efforts to solve time-sensitive problems associated with information systems. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for the required qualifying experience at the GG-15 grade level. IMPORTANT REQUIREMENT: You MUST submit a legible copy of your college transcripts (unofficial transcripts are acceptable for the application phase). Failure to provide transcripts at the time of application will result in an automatic determination of "Ineligible." Foreign education must be accompanied by an evaluation from a private agency recognized by the U.S. Department of Education.
